The Federal Aviation Administration (FAA) Office of the Chief Counsel is seeking contractor support for large-scale legal document review and paralegal services. - Government Buyer: - Federal Aviation Administration (FAA) - Office of the Chief Counsel (AGC) - OEMs and Vendors: - No specific OEMs or product manufacturers are mentioned; this is a services-only procurement. - Products/Services Requested: - Paralegal support services at multiple levels (II, III, IV) - Level II: Routine legal document review, coding, research, and case file organization - Level III: Advanced document review, litigation support, privilege determinations, and mentoring - Level IV: Senior technical expert for large-scale review, strategic support, and oversight - Legal document review and coding using government-approved eDiscovery platforms - Litigation support, FOIA request processing, legal research, and case management - Preparation of legal demonstratives and witness preparation - Monthly activity reports covering contract performance, deliverables, and financial status - Unique or Notable Requirements: - Personnel must have appropriate education, training, and certifications (from associate degree to Juris Doctor, depending on level) - Demonstrated experience with complex litigation, class action, and multi-party cases - Proficiency with electronic discovery (eDiscovery) platforms and document review technologies - Strict adherence to confidentiality and attorney-client privilege - Ability to support time-sensitive, high-volume workloads and multiple legal disciplines - Experience with FOIA requests and advanced legal research - No products or hardware are being procured; this is a specialized legal services requirement.

Description

1.  Introduction/Purpose

The Federal Aviation Administration's (FAA) Office of the Chief Counsel (AGC) requires highly qualified document reviewers to perform paralegal support services. Personnel classified as paralegals or legal assistants must possess appropriate education, training, and certifications from accredited institutions.

The contractor must provide experienced legal document review and paralegal support services to assist AGC and the agency in executing large-volume, time-sensitive workloads to meet congressional inquiries and litigation deadlines. Contractor personnel must have experience supporting complex litigation, such as class action and multi-party cases, and demonstrated experience with Freedom of Information Act (FOIA) requests and related litigation. Contractor personnel must be proficient in electronic discovery platforms and document review technologies, with the ability to perform advanced legal research and analysis across multiple legal disciplines.

2.  Incumbent Contractor (if applicable)

The incumbent contractor is JOHN J. YIM & ASSOCIATES LLC under contract 693KA9-22-D-00014.

3.  Nature of Competition

The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to this Market Survey.  The FAA may award this effort under an existing contract vehicle and utilize this notice's results to determine if that is appropriate.

The FAA anticipates a five-year period of performance.

4.  Standard Language

State that –

This is not a Screening Information Request or Request for Proposals of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred  in preparing the response to the market survey. Any costs associated with the market survey submittal is solely at the interested vendor's expense. The FAA may request that one, some, all, or none of the respondents to this Market Survey provide additional information. No evaluation of vendors will occur based on this additional information and vendor participation in any informational session is not a promise for future business with the FAA. Any information provided under this market survey is for informational purposes only. Any proprietary information submitted must be explicitly and conspicuously marked by the respondent as, proprietary. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy. The Government may transfer documents provided by a respondent to any department or agency within the Executive Branch if the information relates to matters within the organization's jurisdiction.

NAICS Code 541611 - Administrative Management and General Management Consulting Services: This U.S. industry comprises establishments primarily engaged in providing operating advice and assistance to businesses and other organizations on administrative management issues, such as financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, new business start-up, and business process improvement. This industry also includes establishments of general management consultants that provide a full range of administrative, human resource, marketing, process, physical distribution, logistics, or other management consulting services to clients.

NAICS Code - 541611LIT - Litigation Support Services - Includes a wide range of services that aid the customers in obtaining, organizing, analyzing and presenting evidence or materials for legal matters. Services include, but are not limited to, document acquisition, document preparation and organization, data extraction from forensic images, document analysis, technical support, and project management.

Based upon North American Industry Classification System  code 541611LIT - Litigation Support Services , answer the following questions:

6.  Submittal Requirements for Market Survey

Responses to this Market Survey should include the following elements and must be no longer than five (5) pages.

(a) Corporate Experience & Technical Capabilities:  Provide relevant details on how you have provided the same or similar services to other Government organizations within the last three (3) years. Relevant details to the Large Document Review Services acquisition should include, but not be limited to, contract value, the contract number, agency, responder performing as a prime or subcontractor, size and length of the effort, type of pricing and/or cost, the kinds of factors used to evaluate performance; the number of assessments administered per year; the number of testing facilities used; the kinds of performance incentives; the kinds of performance assessment methods; the qualifications of the people performing the services; and any unique terms and conditions, that can demonstrate the respondent’s abilities and capacity to meet the FAA’s statement of work.

 (b) Existing Acquisition Vehicles: Please indicate whether your company can satisfy this requirement utilizing an existing contract vehicle (i.e., eFAST, GSA, etc.).  If so, then please provide an appropriate point of contact and adequate details.

(c) Acquisition Strategy and Contract Structure: Do you currently hold a GSA MAS/FSS applicable to the NAICS code(s) identified above? If yes, provide the contract number(s).

Are there any disadvantages to procuring Large Document Review services via a GSA MAS/FSS that FAA should consider?

The respondent is invited to provide information and recommendations for fashioning this proposed acquisition. Recommendation areas may include the below or any other areas that the respondent believes is relevant for the FAA to achieve its stated objectives:

7.  Delivery of Submittals

All responses to this market survey must be submitted by 2:00 p.m. (Eastern Time) on August 18, 2026. Submissions received after this time and date will be considered late and may not be reviewed. No telephone calls will be accepted. There is no question and answer period for this Market Survey.
