The USDA Agricultural Research Service (ARS) is seeking a contractor to provide comprehensive refuse removal services for its Beltsville, Maryland facilities, including the Beltsville Agricultural Research Center (BARC), National Agricultural Library (NAL), and US National Arboretum (USNA). - Government Buyer: - USDA Agricultural Research Service (ARS), Acquisition and Property Division (AFM APD) - NEA Facilities Division, Beltsville, MD - Products/Services Requested: - Refuse removal services, including rental and weekly collection of refuse containers of various sizes (2, 4, 6, 8, 20, and 30 cubic yards) - Routine collection of 52 containers weekly, with a total of 82 containers (including 30 will-call containers for special waste types) - Container types include autoclave trash, compact trash, construction trash, incinerator ash, recycling trash, regular trash, and tire disposal - Contractor must provide all labor, equipment, vehicles, and maintain compliance with EPA and Maryland regulations - Security protocols and container maintenance are required - Quantities and Line Items: - 52 containers for routine weekly collection - 30 will-call containers for special waste (e.g., incinerator ash, autoclaved trash, construction debris, tires) - Container sizes: 2, 4, 6, 8, 20, and 30 cubic yards - 12-month base period with four 1-year option periods (up to 5 years total) - Unique/Notable Requirements: - Contractor must be a small business registered in SAM - Technical capability, relevant experience, and past performance are key evaluation criteria - Compliance with federal, state, and local environmental and safety regulations is mandatory - Service covers multiple USDA facilities with varying waste streams and security needs - No specific OEMs or brand requirements are identified; the focus is on service delivery and container provision.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q0931 is issued as a Request for Quotation (RFQ) for Refuse Removal Services.

This acquisition  is set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The applicable North American Industry Classification Standard Code is 562111  The small business size standard is $47.0 million  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
