This opportunity seeks contractor support for the Department of Defense's Combating Trafficking in Persons (CTIP) Program Office under the Defense Human Resources Activity (DHRA). - Government Buyer: - Department of Defense, Defense Human Resources Activity (DHRA) - Sub-agency: Headquarters/Resource Management Division - Office: Defense Support Services Center (DSSC) and CTIP Program Office - Services Requested: - Subject matter expertise for developing, updating, and maintaining CTIP training modules and resource materials - Professional training development, instructional design, and learning strategy support - Research, data analysis, and administrative support for program and policy-level activities - Strategic planning, stakeholder coordination, and technical reporting - Security and compliance services, including Tier 3 background investigations and facility clearances - Travel to DoD locations (CENTCOM, NORTHCOM, PACOM, Fort Bliss) - Products/Part Numbers/Quantities: - CTIP Training Services (CLIN 0001): 12 months (or 1 unit, firm fixed price) - Travel (CLIN 0002): Not to exceed $8,000 - Unique/Notable Requirements: - Compliance with federal anti-trafficking directives (NSPD-22, NDAA, DoDI 2200.01) - Mandatory contractor training in OPSEC, CUI, insider threat, privacy, and DoD directives - Security requirements: Tier 3 background investigations and facility clearances for contractor personnel - SBA-eligible business set-aside - No specific OEMs or commercial vendors are named in the solicitation.

Description

The Combating Trafficking in Persons (CTIP) Program Office requires Subject Matter Expertise for CTIP professional training development and to provide support at the program and policy level services that align and comply with NSPD-22, NDAA, and DoWI 2200.01 to meet the CTIP Program Office’s daily mission requirements and strategic future.

Award will be made to the Lowest Price, Technically Acceptable  (LPTA) offer, at a price that the Government has determined to be fair and reasonable. Technical acceptability will be based on an Offeror's ability to meet the requirements of the PWS and delivery schedule. The Technical Acceptability Standards are outlined below:

Acceptable- Quote clearly meets minimum requirements of this RFQ.

Unacceptable- Quote does not clearly meet the minimum requirements of this RFQ.

Please provide a complete quote including: Company Information/POC, CAGE Code, DUNS numbers, Tax Identification (TIN), and Business size. Please insure your company is currently registered in SAM.gov. This is an all-or-none requirement and partial quotes will be deemed nonresponsive and will not be evaluated.

CLIN 0002: Travel: Not to Eceed $8,000.00, within the Period of Performance from 22 Sep 2026 to 21Sep 2027
