Lone Star College System (LSCS) is seeking proposals for comprehensive aviation instructional services to support its aviation degree and certificate programs. - Government Buyer: - Lone Star College System (LSCS) Procurement Department - Contact: Ms. Jennifer LaRue, Commodity Manager I - Products and Services Requested: - FAA Part 141 certificated flight instruction (single engine, multi-engine, check instruction for various ratings) - Provision and rental of single-engine, multi-engine, and technically advanced aircraft (wet rates per flight hour) - Access to advanced and basic aviation training device simulators (AATD, BATD) - Designated Pilot Examiner (DPE) checkrides for multiple pilot ratings - Scheduling and record-keeping software/systems - Aircraft maintenance services - Airport coordination and access to FAA-certified examination authority - Fuel and fuel surcharge management - Additional fees: no-show, alumni flight, return charges - Notable Requirements: - Contractor(s) must hold FAA Part 141 certification - Must provide all required aircraft, simulators, and support systems - Structured, regulatory-compliant training aligned with LSCS academic schedules - Pricing requested as firm fixed hourly rates and per occurrence fees - LSCS may award to more than one bidder - No specific OEMs or vendors are named in the solicitation - Contract term: initial three years, with two optional one-year renewals

Description

The Lone Star College System (LSCS) is seeking qualified contractors to provide comprehensive aviation instructional services in support of its aviation degree and certificate programs. The contractor will furnish FAA Part 141 certificated flight instruction, required aircraft, flight simulators, scheduling and record-keeping systems, airport coordination, maintenance services, and access to FAA-certified examination authority. The goal is to ensure students receive structured, regulatory-compliant flight training aligned with LSCS academic schedules to prepare for FAA certification. Unit prices and a shelf or catalog discount for additional system-wide purchases are requested. The contract term is initially three years with two one-year renewals at the system's discretion.
