U.S. Government Procurement Ban on Certain Foreign Entities for Nonproliferation

This notice announces the imposition of nonproliferation measures by the U.S. State Department under the Iran, North Korea, and Syria Nonproliferation Act (INKSNA): - All U.S. government procurement of goods, technology, or services is banned from the listed foreign persons and entities - Entities include: 1061st Material-Technical Support Center (Russia), Gedion Alpha Company LLC (Russia), International Invest Company (Russia), Kala Gozar Pars Shipping and Logistics Company (Iran), NS Global Logistics (Malaysia), Russian Ground Forces, Russian Main Missile and Artillery Directorate, Russian Ministry of Defense Directorate for Advanced Inter-Service Research and Special Projects, Yixing Ruibang High Performance Carbon Fiber Products Co. Ltd (China), and several individuals from Russia, Malaysia, Iran, Syria, DPRK, and Taiwan - Additional measures include: - Prohibition of U.S. government assistance to these persons - Termination of sales of defense articles and services - Suspension of export licenses for these persons - The sanctions are intended to restrict activities related to the proliferation of weapons of mass destruction and missile systems - No specific products, part numbers, or purchase quantities are listed in the notice - Measures remain in effect for two years unless otherwise determined by the Secretary of State

This notice announces the imposition of nonproliferation measures against certain foreign persons pursuant to the Iran, North Korea, and Syria Nonproliferation Act (INKSNA). Effective July 24, 2026, these measures include a ban on U.S. government procurement from these persons, prohibition of assistance, termination of sales of defense articles, and suspension of export licenses. The measures target foreign entities and individuals involved in proliferation activities related to weapons of mass destruction and missile systems. These sanctions will remain in place for two years unless otherwise determined by the Secretary of State.
