The Federal Bureau of Prisons, CTS Contracting Office, Washington, D.C., seeks quotes from sources capable of providing community-based outpatient substance use disorder, mental health, and sex offender treatment services for male and female Adults in Custody (AICs) residing at the local Residential Re-entry Center (RRC) and on home confinement in Detroit, MI. Place of Performance The services must be provided within a 10-mile radius of Detroit City Hall: 600 Woodward Ave, Detroit, MI, 48226, with accessible public transportation within 0.5 miles. All references to Residential Re-Entry Center (RRC) and Community Correctional Center (CCC) are considered equivalent for this contract.

Deliveries In accordance with FAR 16.505 and FAR 52.216-18, task orders will be issued by a warranted Contracting Officer in the CTS Contracting Office for all supplies or services to be furnished under this contract.

Billing Information Payments will be made monthly via Electronic Funds Transfer. Invoices should include the contract number and be sent electronically to BOP-RSD-CRBCTS-BILL-DAL-S@bop.gov. Small business vendors must indicate their size status on each invoice.

Award Without Discussions The award will be made to the quote offering the best value, considering technical capability and price. The government may award without discussions. Initial quotations should provide sufficient information to demonstrate the best terms from both cost and technical perspectives. Community Treatment Services Decisional Rule Criteria Lowest Price Technically Acceptable: Each quote will be reviewed to ensure all submission requirements are met. Quotes will be rated as "Acceptable" or "Unacceptable." Unacceptable quotes will be eliminated; acceptable ones will be considered for award. Submission requirements include: Technical Quotation Information Packet Staffing Requirement: The Quoter must have key personnel meeting the experience, educational, and licensure/certification requirements. Submit the Technical Personnel document, licenses, resumes, and experience documentation as specified. Operational Requirement – Cognitive Behavioral Therapy (CBT): Demonstrate adherence to the CBT model or compatible evidence-based programming. Submit two methods or techniques to be used. Operational Requirement – Crisis Interventions: Provide emergency crisis assessment capabilities, including personnel able to conduct diagnostic interviews and provide reports within 24 hours. Facility Requirements: List addresses, submit lease or ownership documentation, and provide diagrams and compliance checklists for all proposed sites within 10 miles of Detroit City Hall. Facility License: Submit current licenses or proof of application for all services at proposed sites.
