Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), other Small Businesses interested and capable of providing items requested, as well as any large business interested and capable. Potential contractors shall provide, at a minimum, the following information: Company information: name, address, point of contact, phone number, e-mail address, and SAM.gov UEI number/code. NAICS code and business classification: Anticipated NAICS code is 333112 with a size standard of 1,500 employees. Specify your business classification: Small Business, SDVOSB, VOSB, WOSB, HUBZone Small Business, and indicate if you are a Small Business Manufacturer, Other Small Business, or Large Business. Also, specify if you are the manufacturer of the items listed below. Registration requirements: All Offerors providing goods or services to the U.S. Federal Government must be registered in SAM (www.sam.gov). It is desirable that Offerors have completed their Online Representations and Certifications Application in SAM. SDVOSB or VOSB registration: Must be registered with the Small Business Administration Registry. Manufacturer status: If not a manufacturer, only authorized representatives/providers/distributors of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Provide proof of authorized dealer or reseller letter from the manufacturer. Manufacturer's distributors: If you are the manufacturer, provide information about any designated or authorized distributors, including their name, telephone, point of contact, and size status. Product requirements: This is a brand name or equal requirement. Equal products must meet the physical, functional, or performance characteristics specified. Offers of equal products must: Meet the salient physical, functional, or performance characteristics and identify the item by Brand name, make/model number. Include descriptive literature or references that demonstrate the item meets or exceeds the salient characteristics. Identify the manufacturer name (OEM), manufacturer part number, and warranty information. Provide a courtesy quote for price evaluation and include any applicable contract vehicle information (e.g., FSS, GSA, NAC, SAC, BPA, NASA SEWP). Country of origin: Must be identified for all items. Project requirements: The Tennessee Valley VA Medical Center (Murfreesboro Campus), located at 3400 Lebanon Road, Murfreesboro, TN 37129, requires commercial-grade grounds maintenance equipment capable of maintaining approximately 300 acres of developed grounds, wooded areas, roadways, and landscaped property. The equipment shall possess the following minimum essential characteristics: General Requirements Commercial-grade equipment designed for continuous institutional and municipal grounds maintenance. Commercial diesel-powered engines designed for extended service life, fuel efficiency, and reliable operation under heavy workloads. Heavy-duty construction suitable for daily commercial operation in varying terrain and weather conditions. Equipment shall support multiple grounds maintenance applications through manufacturer-engineered attachments. Equipment shall minimize lifecycle costs by reducing downtime, simplifying maintenance, and providing long-term reliability. Maintenance and Diagnostic Requirements Utilize an open, industry-standard diagnostic system compatible with OBD-II diagnostic tools. Allow routine maintenance and troubleshooting with commercially available service information and diagnostic equipment. Prohibit proprietary diagnostic software or dealer-exclusive systems to reduce downtime and repair costs. Provide easy access to routine service points for preventive maintenance.
