Description

This final rule issued by the Pipeline and Hazardous Materials Safety Administration (PHMSA) under the Department of Transportation aims to reduce regulatory burdens by eliminating or replacing various rail transportation requirements that are obsolete, overly burdensome, or conflict with other Hazardous Materials Regulations. The rule removes outdated references to publications by the Association of American Railroads Bureau of Explosives and deletes obsolete rail carrier reporting requirements. The changes are intended to maintain safety while modernizing and streamlining regulations related to hazardous materials transportation by rail. The rule is effective September 3, 2026.
