The City of Jackson, Mississippi, Department of Planning & Development is seeking proposals for comprehensive workforce training and contractor development services under two major initiatives: - Government Buyer: - City of Jackson, Department of Planning & Development - Initiatives and Services Requested: - Track 1: GreenWorks Clean Energy and Resilience Jobs Training - Training for 40 participants across 4 cohorts (10 per cohort) - Focus on HVAC or electrical technical pathways - Includes two industry-recognized microcredentials, OSHA 10, ACT WorkKeys, life skills, GreenWorks Bootcamp, field-based training, and preparation for a national certification exam (EPA 608, BPI, or LEED Green Associate) - Participant support: stipends, transportation, uniforms, toolkits, PPE, meals, and mentorship - Track 2: C2 - Connect & Compete Contractor Development - Contractor development for 75 participants across 5 cohorts (15 per cohort) - Divided into five lots: - Licensure & Certification Support (exam prep, licensing navigation) - Business Development Training (business structure, compliance, project management) - Financial Readiness & Ownership Pathways (capital access, bonding, insurance) - Life & Durable Skills (leadership, communication, critical thinking) - Market Access & Mentorship (mentor pairing, procurement readiness, vendor registration) - Unique/Notable Requirements: - Proposers may respond to one or more lots and are not required to propose for both tracks - Services must include both technical and soft skills training, as well as participant support - National certification exam preparation is required for GreenWorks participants - Minority- and women-owned business enterprises are strongly encouraged to participate - Subject to federal grant requirements and reporting - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation - Certifications Referenced: - EPA 608, BPI, LEED Green Associate, OSHA 10, ACT WorkKeys - Quantities: - 40 participants for GreenWorks (Track 1) - 75 participants for C2 (Track 2), with each lot serving all 75 participants

The City of Jackson, Mississippi, through its Department of Planning & Development, is soliciting proposals for workforce training, technical assistance, contractor development, and participant support services under two initiatives: Track 1 - GreenWorks: Clean Energy and Resilience Jobs Training Program, which provides clean energy and resilience workforce training for 40 participants in HVAC or electrical pathways including certifications and life skills; and Track 2 - C2: Connect & Compete - Unlocking Opportunities for Contractors, which offers contractor development services for 75 participants across five cohorts with various training lots including licensure, business development, financial readiness, life skills, and mentorship. Proposers may respond to one or more lots and are not required to propose for both tracks. Proposals must be submitted electronically by August 25, 2026, with a virtual pre-proposal conference scheduled for August 13, 2026.
