Solicitation Notice Solicitation No. PHX-SS-26-013 Trimble Access Software Maintenance and CenterPoint RTX Subscriptions Indian Health Service Office of Environmental Health and Engineering (OEHE) Eastern Arizona District Office Commercial Acquisition – RFO FAR Part 12 The Indian Health Service (IHS), Phoenix Area Office, intends to award a commercial purchase order to AllTerra Central for the renewal of Trimble Access Software Maintenance and four (4) five-year Trimble CenterPoint RTX Continental subscriptions supporting Government-owned Trimble surveying equipment utilized by the Office of Environmental Health and Engineering (OEHE), Eastern Arizona District Office. This acquisition is conducted in accordance with RFO FAR Part 12, Restricting Competition, based on the Government's determination that only one responsible source is available to satisfy the Government's requirement. This notice is not intended to re-open market research. Rather, it provides one final opportunity for any responsible source capable of furnishing the required manufacturer-authorized Trimble software maintenance and subscription services to identify itself prior to award. Description of Requirement The contractor shall provide: • Trimble Access Software Maintenance renewals; • Trimble Access Software Maintenance reinstatement services; • Four (4) five-year Trimble CenterPoint RTX Continental subscriptions; in support of existing Government-owned Trimble surveying equipment. The anticipated period of performance consists of a five (5) year subscription period beginning upon date of award. NAICS 513210 – Software Publishers (assuming this is what you've selected) PSC DA10 (or the PSC you've selected for the procurement) Restriction of Competition The Government conducted market research in accordance with FAR Part 10 and applicable Indian Health Service acquisition procedures. Market research included review of the Government's existing Trimble surveying platform, prior procurement history, manufacturer documentation, vendor quotations, and the manufacturer's authorized dealer network. Market research included review of manufacturer documentation and the authorized Trimble dealer network. Manufacturer documentation confirms that AllTerra Central is Trimble's authorized dealer for Survey, Mapping, and GIS products in Arizona and that no other Trimble dealers are authorized to resell these products within Arizona. Accordingly, the Government determined that restricting competition is appropriate for this acquisition. Response Instructions All responsible sources may submit a capability statement, quotation, or other information demonstrating their ability to satisfy the Government's requirement. Responses shall specifically demonstrate: • Authorization by Trimble to resell the required Trimble Survey, Mapping, and GIS products within Arizona; • Capability to provide the required Trimble Access Software Maintenance and CenterPoint RTX subscription services; • Capability to provide manufacturer-authorized support for the Government's existing Trimble surveying equipment. Responses proposing alternative manufacturers, software products, or non-authorized reseller arrangements will be evaluated solely to determine whether the Government's decision to restrict competition should be reconsidered.
