Carter VA Medical Center and William Bill Kling VA Clinic. - Government Buyer: - Department of Veterans Affairs, Technology Acquisition Center (TAC), including VISN 8 and Miami VA Health Care System offices - OEM/Vendor: - Minuteman Technology Services LLC (Service-Disabled Veteran-Owned Small Business) - Products and Solutions Requested: - Unified digital wayfinding ecosystem - Interactive bilingual kiosks (English/Spanish) with 5-year warranty, shipping, and 48-hour technical service - Bluetooth Low Energy (BLE) beacons for indoor navigation - Mobile Blue Dot indoor navigation (mobile app licenses, annual license) - Location services license - MinuteMaps wayfinding software license and hosting - Design, fabrication, and installation of ADA-compliant interior and exterior signage, maps, and directional markers - Project management, implementation, and managed customer support - Deliverables: accessibility test plan/results, conversation flow diagrams, intent catalog, calibration playbook, site readiness checklist - Notable Requirements: - ADA/ABA and Section 508 accessibility compliance (including accessible routes, signage, and digital content) - Bilingual support (English and Spanish) - No collection of Personal Healthcare Information (PHI) - Alignment with VA branding and environmental standards - Contractor responsible for all labor, materials, equipment, and project management - Contract Structure: - Firm-fixed price - 12-month base period with three 12-month option periods (up to 4 years total) - All products and services must be delivered, installed, and supported at the Miami VA Health Care System facilities

Description

This is a sole source SDVOSB Vets First combined synopsis solicitation to Minuteman Technology Services LLC. The VA Veterans Integrated Service Network (VISN) 8, Miami VA Health Care System (Bruce W. Carter VA Medical Center and William Bill Kling VA Clinic) requires a Wayfinding Patient Navigation System. The Miami VA Healthcare System is requesting a sole source firm-fixed price contract consisting of a 12-month base period with three (3) 12-month option periods for Minuteman Technology Services LLC, 100 Garden Street, Cambridge, MA 02138-1418, to provide a unified digital wayfinding ecosystem that serves visitors, patients, and staff across two channels: interactive kiosks and mobile Blue Dot indoor navigation. The solution will prioritize English and Spanish for Miami s community, meet Section 508 accessibility (Accessibility routing aligns to ADA/ABA scoping & technical provisions for accessible routes and signage), and avoid collection of Personal Healthcare Information. Blue Dot will launch with a staged/limited pilot in priority areas, while kiosks provide robust, text-first directions immediately. The contractor shall furnish all labor, materials, equipment, and project management necessary to develop an ADA compliant, standardized wayfinding system that aligns with VA branding and environmental standards.
