The New York City Department of Environmental Protection (DEP) is seeking a consultant to provide comprehensive construction management services for the replacement of Rotating Biological Contactors (RBCs) at five Water Supply Resource Recovery Facilities. - Government Buyer: - New York City Department of Environmental Protection (DEP) - Facilities: Grahamsville, Grand Gorge, Margaretville, Pine Hill, Tannersville - Scope of Services: - Oversight of RBC unit replacement and associated equipment (covers, shafts, media, frames, drive assemblies) - Repair of tanks and walkways; replacement of influent/effluent weirs, diffusers, baffle walls, air valves, pressure gauges, expansion joints, tank drain valves - Electrical upgrades: power supply wiring, control panels, area electrical receptacles, lighting installation - Instrumentation: shaft weight and rotation monitoring, SCADA reconnection - Tank epoxy coating, jet-cleaning of floor drains, improvement of influent channels, flow isolation valve replacement - Project management, quality assurance, risk management, environmental health and safety (EHS), commissioning, and closeout services - Development of management plans: Construction Management, Risk, EHS, Quality, Close-Out, Commissioning - Schedule and change order management, stakeholder coordination, regulatory compliance, training coordination, delay analysis, claims resolution - Notable Requirements: - Consultant must self-perform at least 51% of the work - Key personnel must hold New York State professional engineering licenses - Community Hiring goals apply (income-based hiring) - Firms awarded under CAT-506-DES are excluded from participation - Project management costs capped at 10% of contract value - Comprehensive documentation and reporting required - No specific OEMs or vendors are named; focus is on management services rather than product procurement - Contract Structure: - Cost-plus-overhead-plus-fee, with allowances for direct costs - Term: approximately 1,583 consecutive days (about 4.3 years), with potential for renewal

This solicitation is for Construction Management Services for the replacement of Rotating Biological Contactors at multiple Water Supply Resource Recovery Facilities including Grahamsville, Grand Gorge, Margaretville, Pine Hill, and Tannersville. The project involves overseeing replacement of RBC units and associated equipment, repair of tanks and walkways, replacement of various components such as weirs, diffusers, baffle walls, valves, and electrical systems, as well as provision of instrumentation and lighting. The contract term is anticipated to start on June 1, 2027, and end on October 1, 2031, with an estimated procurement value of approximately $10 million.
