Comprehensive Water Treatment Services for FMC Devens Facility Systems

The Federal Bureau of Prisons, Federal Medical Center (FMC) Devens, is seeking a firm to provide comprehensive water treatment services for its facility systems. - Government Buyer: - Federal Bureau of Prisons (BOP) - Federal Medical Center (FMC) Devens - Field Acquisition Office (FAO), Grand Prairie, Texas - OEMs and Vendors: - No specific OEMs or manufacturers are named in the solicitation or attachments - Products/Services Requested: - Water treatment chemicals, test kits, and reagents for boilers, chillers, cooling towers, and water loops - Water treatment feed/control equipment and chemical feed pumps (supplied, installed, and maintained by contractor) - Routine scheduled on-site monthly service visits (minimum 12 per year) - Emergency water treatment service with 4-hour response time - Annual operator training for staff on chemical agents - Annual internal inspections of boilers and chillers, including deposit analysis - Corrosion coupon collection and laboratory analysis - Laboratory and field water testing (microbiological, elemental, pH, conductivity, inhibitor levels, dissolved oxygen) - Problem solving and specialized analyses (e.g., metallographic, boroscope inspections) - Unique or Notable Requirements: - Contractor must provide and maintain all chemical feed pumps and related equipment - Chemicals must be stored per safety policies and warehoused locally - Licensed professionals required; adherence to institutional security protocols and supervised inmate contact - Emergency response within 4 hours of notification - Annual training and compliance with all federal, state, and local regulations - All services must be performed in a secure correctional environment

Description The Federal Bureau of Prisons (FBOP) in conducting a solicitation in accordance with FAR 12.201-1 (c)(2).  The following is a presolicitation notice to the Governmentwide Point of Entry (GPE), as required by FAR 12.201-1 (c)(2)(i).  Content will be consistent with format of FAR 5.101 (c).

(1) Point of contact.  Charles Coushaine, Contracting officer CCoushaine@bop.gov

(2) Set-asides. . The NAICS for this requirement is: 561210 – Facilities Support Services.

(3) Codes for services or supplies. Select the appropriate code(s) (i.e., product service code (PSC) and/or North American Industry Classification System (NAICS) code) to identify services or supplies to be procured. The NAICS for this requirement is: 561210 – Facilities Support Services. The PSC for this requirement is: F103 – Environmental Systems Protection- Water Quality Support

(4) Description. 

(i)The Federal Medical Center (FMC) Devens requires water treatment services, including testing and treatment, and in compliance with all applicable federal, state, and local regulations.

High-level services include:

Routine scheduled on site monthly visits. Testing Treatment of water Compliance with all safety, reporting, and documentation requirements

(ii) The contract will be awarded based on the following evaluation factors: Price and Past Performance.

Anticipated Award Date: September 1, 2026.

(iii) N/A

(iv) If technical data required to respond will not be furnished as part of the solicitation, identify where and how prospective offerors can obtain the data.

Not applicable, technical data is not required to respond.

(v) If an award of a construction contract to a small business is anticipated, include information about definitization of equitable adjustments for change orders (see part 36).

(vi) Include a statement that all responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered by the agency.

This is a competitive action.  Quotes are being requested at this time.

Offorers are required to be able to test and treat water in accordance with Local, State and Federal regulations.

The Government intends to make a single award, firm fixed price, contract. An award will be made to the responsible Quoter whose quote conforms to the requirements and is determined to provide the best value to the Government, considering the evaluation factors outlined below.
