The Defense Logistics Agency (DLA) Product Test Center in Philadelphia is seeking a turnkey Oxygen Candle Tester ensemble and related services to support conformance testing per MIL-DTL-32789. - Government Buyer: - Defense Logistics Agency (DLA), DLA Product Test Center, DCSO-COLUMBUS-DIVISION-2 - Products and Equipment Requested: - One Oxygen Candle Test Ensemble (part number 6640-N00000473), including: - Standard submarine candle furnace (stainless steel, 16" diameter, 29" height, up to 1000°C) - Laboratory scale (0-30 lbs, 0.05 lbs resolution) - Pressure transducer (≤5 psig, ±0.5% accuracy) - Flow meter (up to 90 SLPM average, 450 SLPM max) - Thermocouple or thermistor (calibrated) - Data acquisition computer (sampling ≥ every 5 seconds) - In-line particulate filters (6-month supply) - Water vapor sensor (dew point as low as -15°F) - Chlorine and carbon monoxide measurement sensors (high sensitivity, daily calibration) - Bubbler flask, exhaust diverter valve, calibration gases (chlorine, CO, zero air) - Services Requested: - On-site installation by OEM-certified engineer (ISO 9001 or equivalent) - One day of operator training for up to six individuals (hardware, software, calibration, safety) - Post-warranty maintenance and lifecycle support plan (one year after standard warranty): - On-site calibration, technical support, repair coverage, discounted consumables - Unique/Notable Requirements: - All equipment must be delivered and installed within 90 days of award - One-year comprehensive warranty, with an additional one-year maintenance plan - Equipment must meet MIL-DTL-32789 and Performance Work Statement Section 4.0 - Calibration gases and sensors must be within certification/calibration period - HUBZone and service-disabled veteran-owned small business set-aside - No specific OEMs or brands are named; offerors must provide CAGE code, lead time, and detailed pricing

Description

This solicitation notice is for one (1) new Oxygen Candle Tester for the DLA Product Test Center (PTC) located in Philadelphia, Pennsylvania, to include the equipment ensemble, installation, training, and maintenance plan.

The scope of work is detailed on the attached Statement of Work (SOW) and the Technical Specifications.

Submitted quotes must include the offeror's Cage Code and address the lead time; as well as provide a line item price list that details the elements of the SOW.

Quotes are to be emailed to the Contracting Officer, Elizabeth Dickstein, by the closing date and time of 12 Noon, EST, Tuesday August 18, 2026.
