The Department of Defense, through the 0409 AQ HQ Contracting Office under the 409th Contracting Support Brigade, is seeking information from qualified vendors for comprehensive local drayage and personal property shipment services for DoD personnel under the Direct Procurement Method (DPM). - Government Buyer: - Department of Defense (DoD) - 0409 AQ HQ Contracting Office, 409th Contracting Support Brigade - Personal Property Shipping Office (PPSO) - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or named vendors are identified in the solicitation or attachments. - Products/Services Requested: - Full-service packing, containerization, local drayage, storage, delivery, unpacking, and related handling of household goods (HHG) and unaccompanied baggage (UB) - Outbound, inbound, and intra-city moves - Appliance servicing, furniture disassembly/reassembly, inventorying, marking, and claims processing - Provision of containers and crates per ASTM and SDDC standards - Storage of containerized articles (charged per 30-day period) - Special handling for expensive and valuable items - Miscellaneous services (remarking, coopering, attempted pickup/delivery, third-party labor) - Estimated annual workload: - 18,000 NCWT outbound HHG at residence - 2,000 NCWT inbound HHG - 12,000 NCWT intra-city moves - 1,500 new or specially constructed containers - 240 storage periods (outbound), 2,000 storage periods (inbound) - 10 overflow/oversize shipments, 30 outbound UB, 100 inbound UB - 10,000 units of miscellaneous/third-party services - Unique or Notable Requirements: - Compliance with ASTM and SDDC container and packaging standards - Contractor must provide all personnel, equipment, facilities, and materials (except government-furnished containers) - Full replacement value liability and claims processing - Ability to obtain all required permits and licenses prior to solicitation - Quality control, documentation, and regular reporting requirements - Orders may be placed up to 15 days after contract expiration, with completion up to 180 days post-expiration

LOCAL DRAYAGE OF DIRECT PROCUREMENT METHOD (DPM) PERSONAL PROPERTY SHIPMENTS

INTRODUCTION

THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT ONLY – This RFI/Sources Sought is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a Request for Quote (RFQ) or a promise to issue an RFP or RFQ in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI/Sources Sought does not preclude participation in any future RFP or RFQ, if any are issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

ELIGIBILITY

The anticipated NAICS code for this requirement is 488991-Transportation and Warehousing – Other Support Activities for Transportation - Packing and Crating. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.

REQUIREMENT

See attached DRAFT Performance Work Statement (PWS), PWS Attachments, and Estimated Workload Quantities  and below requirements. These are draft documents and do not represent the final requirement which is subject to change until the Solicitaition is posted.

The purpose of this acquisition is to furnish all personnel, equipment, facilities, supplies, services, and materials, except as specified herein as government-furnished, for the preparation of the personal property (including servicing of appliances) of Department of Defense (DoD) personnel for shipment, drayage and/or storage and related services through the DPM. The contractor shall furnish all materials except Government-owned containers (Federal Specification PPP-B-580), all equipment, plant and labor; and perform all work in accomplishing containerization of personal property for overseas or domestic movement or storage, including stenciling, cooperage, drayage of personal property in connection with other services, decontainerization of inbound shipments of personal property; and the handling of shipments into and out of the Contractor's facility.

RFI/SOURCES SOUGHT RESPONSES

Responses shall be provided in .pdf format and are limited to 10 pages (double sided will be counted as two), single-spaced, 8.5 inch x 11 inch or 8.5 inch x 14 inch paper size, and the font shall be Times New Roman with a minimum size of 10 point. The Government may not review any pages beyond the 15–page limit. If your submittal contains company proprietary information then it should be marked accordingly. If your submission contains unclassified but sensitive information then it should be properly labeled, handled, and transmitted in accordance with the National Industrial Security Program Operating Manual (NISPOM). Classified responses are not desired and will not be reviewed. Submissions to this RFI will not be returned.This capabilities statement must address, at a minimum, the following items:

     1) Company Information

          a. Your company name, address,

          b. The company's web page (if applicable);

          c. CAGE Code and DUNS number,  

          d. Point of contact, including: name, title, phone, and email address

          e. General company narrative of capabilities, past work etc.

     2) Have you ever or do you currently have a contract with the U.S. Army? If so, please provide the following:

          a. Contract Number

          b. Who is the contract with?

          c. What is the dollar value of the contract?

          d. Provide a short narrative of what the performance is for the contract

     3) Can or has your company managed a service of this nature? If so, please provide details.

     4) Does your company have capabilities and resources to obtain the required permits and licenses required to perform these  services prior to solicitation? If so, please provide details.

     5) The Government is anticipating a range of scope for this requirement. That range would be 375 - 425 moves per year and a range of 100 – 18,000 lbs. per move with an average per move weight of 6,000 lbs. Is your company interested and capable of providing services within these parameters each year?

     6) After reviewing the Draft PWS, do you have any suggestions for improvements to the Draft PWS?

The response date for this RFI is 18 August 2026. All responses to this RFI should be submitted to POC identified at the bottom of this announcement.

Questions in response to this RFI shall be submitted to the POCs listed above. The questions and the Government’s answers will be posted on the SAM.gov web site. Questions should not contain proprietary, sensitive, or classified information. Questions submitted after 11 August 2026 may not be answered prior to the deadline for the RFI submission. No extensions to the RFI response period will be granted.
