Description
THIS IS NOT A REQUEST FOR PROPOSAL. This pre-solicitation notice is for Solicitation Number 36C24226B0061 Sidewalk Replacement throughout Lyons Campus at the VA New Jersey Healthcare Systems (NJHCS) Lyons Campus at 151 Knollcroft Road, Lyons N.J. 07939.
This requirement shall be a 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all responsible SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 237310 and has a size standard of $45.0 Million.
The cost estimate range for this project is between $250,000 and $500,000.
The contractor shall Provide all materials, labor as necessary to accomplish the replace all cracked or damaged sidewalk as described in the statement of work (SOW), The Following Location Bldg143 and Bldg57 approximately 3600SF, Bldg53&54 Approx 2700 SF , 1st Circle including Bldgs. 1,2,3,4,5,6,7,8,9,10,11 Approx 2880 SF and Knollcroft Road approx. 3000Sf
SERVICES TO BE PROVIDED UNDER THIS SCOPE OF WORK
The Vendor will Evaluate each location identified by the Sow and Drawings which are provided.
Vendor will provide all Labor and material for this Job,
Vendor will provide a dumpster and all safety equipment for the replacement of the sidewalks at VA New Jersey.
The vendor will install Security Fencing around the construction Site, ensuring that no patients enter the construction zone.
The Vendor will remove approximately 12,180 square feet of concrete, using demo saw, Jack Hammers and concrete breakers.
The Vendor will saw cut approximately 1500 Square feet of curb and rebuild to standard code.
The vendor will remove all debris from sidewalk and into the dumpster at the end day.
The vendor will clean all debris from the open holes, tamp the hole so the ground is solid.
The Vendor will use 2x6 premium grade Lumber wood to form the sidewalk.
The Vendor will Use Stakes with caps to reinforce the form.
The Vendor will use ¾ inch gravel to fill in the holes.
The Vendor Will use #6 wire mat to reinforce the strength of concrete.
The Vendor will use 4000 Psi of concrete ensuring the sidewalk is 5 thick
The Vendor will install ADA warning pads to replace the ones they remove.
The Vendor will Let the concrete Cure overnight.
The Vendor will fill in around the new sidewalk with top soil and Plant Grass seed.
The vendor will the Remove the dumpster and all safety fencing.
The Vendor will reopen the sidewalks once all material is removed.
All work is to be done in compliance with VA specifications as outlined in the attachments. All workers are to be paid using the current Davis Bacon Wages for Somerset County New Jersey.
All workers and supervisors are to have current 30-hour OSHA safety train
B. PERFORMANCE PERIOD
All work is to be completed within 10 calendar days from the Notice to Proceed.
All other details and information shall be contained in the solicitation which shall be posted on sam.gov. The solicitation will be released on or about August 21,2026.. The response submittal address, date and time will be included in the solicitation. This project requires bonding, and all responses/submissions shall be electronic; faxed or hand delivered bids will not be accepted. All prospective bidders must be registered in http://www.sam.gov and be registered and verified as a SDVOSB in http://www.veterans.certify.sba.gov at the time of offer submission and before award of this procurement.
