Buckley Space Force Base is seeking a contractor to upgrade and maintain its Giant Voice outdoor emergency notification system. - Government Buyer: - U.S. Space Force, 460th Contracting Squadron (460 CONS/PKC), Buckley Space Force Base - OEM Requirement: - All products must be Whelen brand due to proprietary compatibility and cost efficiency - Products Requested: - 2 Whelen Solar Package SBC280 units (panels, brackets, cabling, solar regulator) - 20 Whelen 31-MHD Replacement Batteries for existing towers - 1 Whelen WPS 10A Battery Charger & Adapter Harness for the WPS Siren System - 2 Assembly 400 Watt Drivers - 1 400 Watt Power Amplifier Tone Only for WPS 2900 Upgrade - Installation requirements, fittings, and heavy equipment - Services Requested: - Installation of all components on six existing 60 ft poles, including use of bucket or lift truck - Contractor must be certified to install Whelen products and perform post-installation functionality tests - Notable Requirements: - Whelen brand is mandated for all parts - Installation and delivery must be completed within 30 days of award - Contractor must pass base access background check and work within specified hours (Mon-Thurs, 0800-1600) - System must provide clear tones and voice instructions with 120 dB sound projection per pole

Description

In accordance with (IAW) RFO 12.202: This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.

This acquisition is a 100% small business set-aside. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov – Revolutionary FAR Overhaul (RFO). The following solicitation document, incorporated provisions, and clauses are in effect through the RFO as applicable.

Quotes are due to the Contracting Officer and Contract Specialist listed in the attached RFQ by 3:30PM MDT, 6 August 2026.
