This opportunity seeks small business contractors to provide gardening and antenna field maintenance services at the USAGM Philippines Transmitting Station in Tarlac. - Government Buyer: - United States Agency for Global Media (USAGM), Broadcasting Board of Governors, Office of Contracts - Scope of Work: - Gardening and antenna field maintenance services at the Tinang, Concepcion, Tarlac transmitting station - Contractor must supply uniforms, personal protective equipment (PPE), pesticides, fertilizers, vehicles, and mowers - Government will provide a range of equipment as Government Furnished Property (GFE), including tractors, mowers, sprayers, and safety equipment - Maintenance and safety inspection schedules for equipment such as zero-turn mowers and skid steer loaders are required - Personnel must undergo overseas vetting and security clearance - Products/Equipment (GFE and Contractor-Furnished): - Tractors (various HP), mowers (walk-behind, portable, zero-turn), sprayers, blowers, hedge trimmers, power washers, pole pruners, chainsaws, skid steer loader and attachments, dump trailer, safety gear (helmets, gloves, goggles, aprons, earplugs, gas masks, raincoats) - Contractor must provide at least 2 walk-behind mowers, 14 portable mowers, and 3 zero-turn riding mowers - Contractor must also provide pesticides, fertilizers, and a garbage/trash collection vehicle - Notable Requirements: - Adherence to detailed Statement of Work (SOW) and equipment maintenance schedules - Site visit required for interested offerors - Total Small Business Set Aside - No specific OEMs or part numbers are mandated in the solicitation or attachments

Description

This is a Total Small Business Set Aside. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice utilizing FAR Part 13 acquisition procedures. This announcement constitutes the only solicitation; quotes are being requested and no other request for proposals will be issued. This solicitation sets forth requirements for proposals for a contract to provide Gardening and Antenna Maintenance Philippines as described in the Statement of Work (SOW). Proposals conforming to the solicitation requirements will be evaluated in accordance with the evaluation and award criteria set forth herein. Neither the solicitation nor any part of an Offeror's quote shall be part of the contract except to the extent expressly incorporated therein by the Contracting Officer. The Offeror's quote submitted in response to this solicitation shall constitute a firm offer. No contract shall be formed unless and until the Contracting Officer has countersigned the SF 1449 submitted by an Offeror and delivered to the Contractor a copy of the SF1449 with original signatures together with the contract reflecting the Offeror's proposed prices. Note: The Government has scheduled a site visit at the USAGM PHILIPPINES TRANSMITTING STATION TINANG, CONCEPCION TARLAC for Tuesday August 11, 2026, at 8:00 A.M. Philippines Time.
