Description

This is a Sources Sought notice for market research purposes only. This is not a request for quotation or proposal. The U.S. Army is seeking to identify small businesses capable of providing a cognitive performance assessment system for Special Forces operators.

Project Title: Cognitive Performance Assessment System

NAICS Code: 541990 - All Other Professional, Scientific, and Technical Services

Description: The Government is seeking a scientifically validated and reliable cognitive testing system to assess the cognitive performance of military personnel. The system will be used to measure brain processes involved in rapid, split-second decision-making. This requirement is for a one-year license agreement.

Salient Characteristics: The system must meet the following minimum requirements:

Provide a computer-based testing system designed to measure cognitive processes with millisecond precision. Be able to test at least thirteen (13) distinct areas of cognition, including perception speed, search efficiency, tracking capacity, trajectory estimation, decision complexity, distraction control, and impulse control. Utilize scientifically valid, reliable, and context-free assessment protocols that demonstrate test-retest repeatability. Store all results in a secure database. Have a demonstrated ability to connect testing results to training and real-world performance, supported by a comparative data set of at least 1,000 military service members. The capability to tailor assessments to unique occupational requirements.
