Description
55CONS intends to award a sole-source, firm-fixed-price contract to Prescient Weather Ltd. for access to their Weather Forecasting website. This notice is not a request for competitive quotes; however, interested parties who believe they can meet the requirements listed below may submit capability statements for consideration.
Summary of Statement of Need
The 14th Weather Squadron requires a weather forecasting solution with the following capabilities:
Access to Climate Models:

<p><strong>Sub-seasonal:</strong> ECMWF, CFS, GEFS, CMC, and JMA models.</p>
</li>
<li>
<p><strong>Seasonal:</strong> ECMWF, CFS, CanSIPS, UKMO, BOM, ECCC, CMCC, DWD, JMA, and Meteo France models.</p>
</li>
<li>
<p>All models must be bias-corrected, calibrated to real-world physical limitations, and have anomalies calculated using the model’s own reforecast.</p>
</li>
</ul>
</li>
<li>
<p><strong>Required Parameters:</strong></p>
<ul>
<li>
<p>Air Temperature, Precipitation, Solar Radiation, Surface Wind, 500 mb heights, and Surface Pressure.</p>
</li>
</ul>
</li>
<li>
<p><strong>Statistical Analysis Tools:</strong></p>
<ul>
<li>
<p>The software must provide robust analysis features, including anomalies, ranks, calibrated probabilities, trend line climatology, trend analysis, percentiles, quantifiable verification, climate analogs, and run-to-run forecast progression.</p>
