Procurement of Substance Use, Mental Health, and Testing Services for Federal Defendants in Eastern District of Texas

The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking providers for a range of treatment and testing services for federal defendants and persons under supervision across several Texas locations. - Government Buyer: - United States Probation and Pretrial Services Office, Eastern District of Texas (part of the United States District Court) - Services Requested: - Substance use treatment services (assessments, counseling, residential treatment) in Sherman, Lewisville, and Athens, TX - Urine collection and testing services in Lewisville and Paris, TX - Residential substance abuse treatment for the entire Eastern District of Texas - Mental health treatment (psychiatric evaluations, medication monitoring, counseling, dual diagnosis) in Athens, TX - No products or equipment are being procured; only professional services are requested - No specific OEMs or vendors are named; open to qualified service providers with facilities in the required locations - Notable Requirements: - Providers must have facilities within the specified catchment areas - Staff must meet professional qualification standards - Pricing must be competitive and as low as or lower than the provider's most favored customer for similar services - Blanket Purchase Agreements with a base period and up to four option years

Description

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.

Substance Use Treatment: required services may include, but are not limited to, Substance Use Assessments and  Substance Use Counseling (individual, group, and/or family).

Interested offerors should send a notice of interest that includes the offeror’s name, mailing address, telephone number, and e-mail address to TXEPml_treatment_services_team@txep.uscourts.gov.

On or after September 2nd 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov. Interested offerors must respond on time to solicitation deadlines and clearly show:

1.they can provide services within the catchment area with a facility available for use, 2.such services will be provided by professionals meeting the experience and criteria required, and 3.prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
