The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking providers for a range of behavioral health treatment services for federal defendants and supervised individuals across several Texas locations. - Government Buyer: - United States Probation and Pretrial Services Office, Eastern District of Texas (under the United States District Court) - Services Requested: - Substance use treatment services (assessments, residential treatment, individual/group/family counseling) in Sherman, Lewisville, and Athens, TX - Urine collection and testing services in Lewisville and Paris, TX - Residential substance abuse treatment for the entire Eastern District of Texas - Mental health treatment services in Athens, TX, including psychiatric evaluations, medication monitoring, assessments, counseling (individual, group, family), and dual diagnosis/co-occurring disorders counseling - No specific OEMs or commercial vendors are named; the opportunity is open to qualified service providers with appropriate facilities and professional staff - Notable Requirements: - Providers must have facilities in the specified catchment areas - Staff must meet professional qualification standards - Pricing must be competitive and as low as or lower than that offered to the provider's most favored customer for similar services - Blanket Purchase Agreements with an initial one-year period and up to four additional one-year option periods

Description

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.

Mental Health Treatment: required services may include, but are not limited to, mental health assessments, mental health counseling (individual, group, and/or family, which may also include dual diagnosis counseling)

On or after September 2nd 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov. Interested offerors must respond on time to solicitation deadlines and clearly show:

1.they can provide services within the catchment area with a facility available for use, 2.such services will be provided by professionals meeting the experience and criteria required, and 3.prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
