This notice announces that U.S. Customs and Border Protection (CBP) intends to directly solicit small businesses to provide canines for the Field Operations Canine Academy (FOK9) in Front Royal, Virginia. - The procurement is set aside 100% for small businesses - Acquisition will be conducted at or below the Simplified Acquisition Threshold - No public solicitation will be posted, but some solicitations may appear on SAM.gov - Contractors must provide canines that: - Meet breed conformance requirements - Are available and open for order - Have positive past performance - Pass a technical evaluation during physical inspection at FOK9 - The contract will be firm-fixed price - No specific OEMs, brands, or vendors are named in the notice - This is a commercial opportunity for suppliers of working canines meeting government standards

Description

This is a special notice prepared in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.1 Pre-solicitation Notice for Commercial Simplified Acquisition in accordance with FAR 12.201-1(c)(2).  In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the Simplified Acquisition Threshold. 

The Government intends to solicit this requirement directly from suppliers IAW RFO FAR 12.201-1(c)(2) for firm-fixed price contract.

Although the intent is to use FAR 12.201-1(c)(2) for a portion of the procurements, there will still be solicitations posted on SAM.gov.

Description of the requirement: The contractor shall provide the canines in accordance with the evaluation criteria listed in the statement of work (SOW). These include breed conformance, availability of the canines, status of any current open orders, past performance, and technical evaluation of canines brought to the US Customs and Border Protection Field Operations Canine Academy (FOK9)  for physical inspection.
