The United States District Court for the Eastern District of Texas is seeking providers for substance use treatment and related services for federal defendants and persons under supervision in multiple Texas locations. - Government Buyer: - United States District Court, Eastern District of Texas, Probation and Pretrial Services Office - Products/Services Requested: - Substance use assessments (Part Number: 2011) - Individual counseling sessions (Part Number: 2010, 4 sessions per month) - Group counseling sessions (Part Number: 2020, 12 sessions per month) - Family counseling sessions (Part Number: 2030, 1 session per month) - Service Requirements: - Services must be provided by licensed practitioners at physical sites within the catchment area - Flexible scheduling, including evenings, is required - Providers must comply with detailed service, staff, facility, and reporting requirements - Services are ordered on an as-needed basis, with estimated monthly quantities but no guaranteed minimums - No specific OEMs or commercial vendors are named in the solicitation - Notable Requirements: - Providers must deliver comprehensive biopsychosocial assessments and timely reporting - Pricing must be competitive and cover both the base year and all option years

Description

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.

Substance Use Treatment: required services may include, but are not limited to, Substance Use Assessments and  Substance Use Counseling (individual, group, and/or family).

On or after June 24th 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov.

Interested offerors must respond on time to solicitation deadlines and clearly show:

1.they can provide services within the catchment area with a facility available for use, 2.such services will be provided by professionals meeting the experience and criteria required, and 3.prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
