This opportunity is for behavioral health and substance use treatment services for federal defendants and persons under supervision in the Eastern District of Texas. - Government Buyer: - United States District Court for the Eastern District of Texas - Probation and Pretrial Services Office - Services Requested: - Substance use assessments (biopsychosocial evaluation and reporting) - Individual, group, and family substance use counseling (30-minute sessions) - Urine collection, testing, and reporting using Non-Instrumented Drug Testing Devices (NIDTs) - Mental health treatment - Residential substance abuse treatment - Product/Service Quantities (estimated monthly): - Urine collection/testing: 23 specimens (base year, may increase in option years) - Substance use assessments: 1 per month - Individual counseling: 64 sessions - Group counseling: 8 sessions - Family counseling: 1 session - Notable Requirements: - Services must be provided in Lufkin, Orange, Longview, and other specified Texas locations - Providers must have qualified staff, compliant facilities, and robust reporting capabilities - Blanket Purchase Agreement with a 12-month base period and up to four 12-month option years - No specific OEMs or commercial product vendors are named; this is a services-focused procurement

Description

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.

Substance Use Treatment/Urine Collection: required services may include, but are not limited to, Substance Use Assessments and  Substance Use Counseling (individual, group, and/or family), and Urine Collection, Testing and Reporting.

On or after June 24th 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov.

Interested offerors must respond on time to solicitation deadlines and clearly show:

1.they can provide services within the catchment area with a facility available for use, 2.such services will be provided by professionals meeting the experience and criteria required, and 3.prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
