The United States District Court for the Eastern District of Texas is seeking vendors to provide a range of treatment and monitoring services for federal defendants and persons under supervision across multiple Texas locations. - Government Buyer: - United States District Court, Eastern District of Texas, Probation and Pretrial Services Office - OEMs and Vendors: - No specific OEMs or commercial vendors are named; open to qualified service providers with physical sites in the catchment area - Products/Services Requested: - Substance use treatment services, including: - Substance Use Assessments (Part #2011) - Individual Counseling Sessions (Part #2010) - Group Counseling Sessions (Part #2020) - Family Counseling Sessions (Part #2030) - Urine Collection, Testing, and Reporting (Part #1011) - Residential Substance Use Treatment - Mental Health Treatment - Sex Offender Treatment Services (including assessments, counseling, and polygraph exams) - Estimated monthly quantities provided for several line items (e.g., 24 urine collections, 40 group counseling sessions) - Unique or Notable Requirements: - Vendors must have physical facilities in the specified Texas catchment areas - Staff must meet detailed qualification and experience requirements - Blanket Purchase Agreement structure with a 12-month base period and up to four 12-month option years - Pricing must be competitive and cover all years - The government may award to one or multiple vendors

Description

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.

Substance Use Treatment/Urine Collection: required services may include, but are not limited to, Substance Use Assessments and  Substance Use Counseling (individual, group, and/or family), and Urine Collection, Testing and Reporting.

On or after June 24th 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov.

Interested offerors must respond on time to solicitation deadlines and clearly show:

1.they can provide services within the catchment area with a facility available for use, 2.such services will be provided by professionals meeting the experience and criteria required, and 3.prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
