This opportunity seeks behavioral health treatment services for federal defendants and persons under supervision in Orange, TX and other locations within the Eastern District of Texas. - Government Buyer: - United States District Court for the Eastern District of Texas - Probation and Pretrial Services Office - No specific OEMs or commercial vendors are named; open to qualified behavioral health providers. - Requested Services and Products: - Mental health assessments (part number 5011) - Co-occurring disorders assessments (part number 6016) - Individual counseling for mental health (part number 6010) and co-occurring disorders (part number 6015) - Cognitive behavioral group therapy (part number 6028) - Family counseling (part number 6030) - Substance use treatment (including residential), urine collection/testing, and dual diagnosis counseling - Quantities: - 1 co-occurring disorders assessment - 5 co-occurring disorders individual counseling sessions - 1 mental health assessment - 6 mental health individual counseling sessions - 1 group cognitive behavioral therapy session - 1 family counseling session - Unique/Notable Requirements: - Providers must have a physical facility within the specified catchment area (Orange, TX) - Licensed masters or doctoral level practitioners required for all clinical services - Evidence-based therapeutic techniques and regular treatment plan updates - Compliance with confidentiality, reporting, and trauma screening requirements - Pricing must be as low or lower than the provider's most favored customer for similar services - Blanket Purchase Agreement structure with a 12-month base period and up to four 12-month option years

Description

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.

Mental Health Treatment: required services may include, but are not limited to, mental health assessments, mental health counseling (individual, group, and/or family, which may also include dual diagnosis counseling)

On or after June 24th 2026, Request for Proposals (RFP) will be posted on the agency’s web page at www.txep.uscourts.gov.

Interested offerors must respond on time to solicitation deadlines and clearly show:

1.they can provide services within the catchment area with a facility available for use, 2.such services will be provided by professionals meeting the experience and criteria required, and 3.prices of such treatment shall be as low or lower than those charged to the offeror’s most favored customer for comparable quantities under similar terms and conditions.
