Description
Description: This Request for Quotation (RFQ) is to establish a sole-source contract for the Human Systems Division of the Air Force Life Cycle Management Center located at Robins Air Force Base, GA. This combined synopsis / solicitation is to procure the repair of the Joint Service Mask Leakage Tester (JSMLT). The JSMLT system to be repaired consists of the following:
JSMLT M46 (NSN: 6665-01-506-9002 / PN: 03001A0001) JSMLT M46A2 (NSN: 6665-01-665-5513 / PN: 93001567)
Requirement: The repair services will consist of, but are not limited to, the following actions: tear-down, evaluation, repair/replacement of failed components, cleaning, calibration, software updates, and engineering services. The contractor is expected to provide all necessary support, expertise, capabilities, and technical services to support the repair of each JSMLT unit.
The government intends to award a sole-source, Firm-Fixed-Price (FFP) Requirements-Type Indefinite Delivery Contract with a one-year basic period and four, one-year options. The period of performance is estimated to begin on or around November 18, 2026. Quantities cited in the solicitation are Best Estimated Quantities (BEQ) for evaluation purposes.
Sole-Source Justification: The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."
The Original Equipment Manufacturer (OEM), Air Techniques International (ATI), holds the proprietary data rights, patented technology, and copyrighted software required to perform the depot-level repair and modernization of the JSMLT. Market research has confirmed that no other source has the technical capability to perform this work.
Furthermore, it has been determined that the OEM (ATI) cannot act as the prime contractor for this effort. W.S. Darley & Co. has been identified as the only responsible source capable of serving as the prime contractor to manage the logistics and subcontract the repair work to the OEM. W.S. Darley & Co. has an established relationship and existing contractual infrastructure with ATI for similar efforts. Therefore, W.S. Darley & Co. is the only source capable of meeting the Government’s requirement without causing unacceptable delays and a substantial duplication of cost that is not expected to be recovered through competition.
