Description

This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and no other written solicitation will be issued.

Instructions to quoters, FAR Part 36 evaluation criteria, and all applicable FAR provisions and clauses are attached.

The solicitation number is 70Z02926QNEWO000363 and is issued as a Request for Quotation (RFQ).

The solicitation document includes incorporated provisions and clauses. Federal Acquisition Regulation clauses and Department of Labor wage rates for construction are included in this order and are applicable.

Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR Part 36 to be consistent with a request for quotations.

This tailoring includes but is not limited to the following: In accordance with FAR Part 36, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR Part 36. Where the word “offer/offeror” or a derivative of that word appears, it is changed to “quote/quoter” or a derivative of that word.

This is a small business set aside. The applicable NAICS code is 238290 and the Product Service Code is Z2JZ.

This solicitation will result in a Firm-Fixed Price Construction Contract. Award will be based on the lowest price technically acceptable. The evaluation factors are:

Price Technical Acceptability Past Performance

The Government will evaluate the past performance of each offeror to determine the degree of confidence that the offeror will successfully perform the contract requirements. Evaluation will consider the relevance, quality, and timeliness of prior work as demonstrated through submitted references and independent government sources. Offerors with no relevant past performance will receive a neutral rating. Past performance will be rated and factored into the overall evaluation as specified in the solicitation. Offerors, if they wish, can also provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The Government shall consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance. The source selection authority shall determine the relevance of similar past performance information.

This is set aside 100% for small businesses. Quoters must have an active account in SAM at the time of quote submission.

The United States Coast Guard is seeking quotations from qualified contractors to provide all labor, materials, tools, transportation, equipment, supervision, and personnel necessary to remove, dispose of, and replace four roll-up doors and associated components on the Cutter Storage Buildings located at U.S. Coast Guard Moorings Pascagoula, 104 USS Vicksburg Way, Pascagoula, MS 39595. Work includes removal and off-site disposal of existing roll-up door equipment, and the provision and installation of three 8’ x 8’ steel, non-insulated, 31 PSF, primed white rolling service door curtains with chain hoists, and one 10’ x 10’ steel, non-insulated, 31 PSF, primed white rolling service door curtain with chain hoist. The contractor shall provide all associated hardware necessary for proper, long-term industrial operation. A full operational test shall be performed in the presence of a U.S. Coast Guard representative prior to final acceptance of work.
