This opportunity seeks a contractor to replace three failing main water distribution valves at the Muniz Air National Guard Base in Carolina, Puerto Rico. - Government Buyer: - U.S. Air Force, 156th Airlift Wing (Puerto Rico Air National Guard), Muniz Air National Guard Base - Products/Materials Requested: - Three brand-new resilient-seated gate valves (4 or 6 inch diameter) - Must include mechanical joint restraints, gaskets, and corrosion-resistant T-bolts/nuts - Joint restraints, piping, gaskets, and quick-setting concrete for thrust blocks (minimum 3,000 PSI) - Excavation and dewatering equipment (heavy-duty trash/sump pumps, suction hoses, certified aluminum hydraulic shoring/trench boxes) - Surface restoration materials for ground, paved, or concrete areas - Portable bathrooms for contractor staff - Services Requested: - Complete removal and replacement of three main water distribution valves - Includes site preparation, excavation (4-7 feet deep), utility locates, valve removal, installation, hydrostatic testing, disinfection, flushing, backfill, compaction testing, surface restoration, and site cleanup - All supervision, labor, materials, equipment, and quality control - Unique/Notable Requirements: - Compliance with OSHA safety standards and environmental regulations - Submission of permits, safety plans, and test reports - All work must restore disturbed areas to pre-existing conditions - Project is set aside for small businesses under NAICS 332911 (Valves for water works and municipal water systems manufacturing) - Contract value is expected to be less than $25,000 - Period of performance is 30 calendar days from contract award - No specific OEMs or part numbers are specified; valves must be new and compatible with existing infrastructure

Description

The 156th Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico intends to issue a Request for Quotes conducted under the Revolutionary Federal Acquisition Regulation (FAR) Part 12 procedures for commercial services to award a single firm fixed-price contract for services, non-personal, to provide all supervision, transportation, labor, materials, equipment, fuel and any other needed materials and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished items, to safely excavate, remove, and replace three (3) failing main water distribution valves located at a depth of 4 to 7 feet on the installation. The project includes site preparation, excavation, valve installation, backfilling, and site restoration to maintain the integrity of the base water distribution system.

Work shall be in accordance to drawings contained in the Statement of Works (SOW) incorporated in this solicitation.  Contract completion time is 30 calendar days after receipt of contract to include inspection and punch lists.

SITE VISIT INFORMATION: Our agency will host a site visit on Aug 11, 2026, 10:00 AM AST (local time), to be held at the 156th Wing, Muniz Air National Guard Base, Carolina, P.R. Interested contractors are encouraged to attend.  Although not mandatory, scheduled site visit is critical. We are trying to mitigate potential risks and damages for the government and contractor by showcasing the project level of effort. We suggest you carry all necessary material to take notes/measurements during the visit, as needed. Questions will not be answered during the visit, instead they will be answered in writing by responding to questions via requests for information (RFI), The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov.

IMPORTANT BASE ACCESS NOTICE: Muniz Air National Guard Base is a secure Air Force installation. Access is controlled strictly by security forces. For those processing on-site, you must bring a valid state/federal ID, current vehicle registration, and proof of vehicle insurance. Concealed carry, open carry, and personal firearms of any kind are strictly prohibited on the installation.
