1. Synopsis of Work

The Portland District, U.S. Army Corps of Engineers (USACE) intends to issue a commercial solicitation for the purchase and installation of three (3) heavy-duty rolling service doors and electric operators at the Bonneville Lock and Dam project.

The Contractor shall provide all personnel, equipment, tools, materials, vehicles, and supervision necessary to furnish, deliver, and install the replacement rolling service doors. The project also requires the complete removal, haul-away, and disposal of the existing, malfunctioning doors.

2. Vendors must submit technical capacities via email. Oral, hand-carried, or facsimile (fax) offers will not be accepted.

Submission Requirements

To be considered for award, the offeror’s quote package must include:

Administrative Credentials: Unique Entity ID (UEI) Number, CAGE Code, Contractor Name & Physical Address, Point of Contact Name, Title, Phone Number, & Email Address. NAICS Compliance: Document/statement explicitly proving support for NAICS code 332321 (Metal Window and Door Manufacturing) Past Performance Summaries of similar work completed within the last three (3) years of similar scope Technical capabilities:  A brief description of the organization's technical expertise, core competencies, and specialized equipment or processes relevant to this requirement. Installer Qualifications: A brief description of your organization's technical expertise and specialized equipment. Proof of Installer Experience: Documentation/certificates proving the specific door installer has successfully completed at least five (5) installations on doors larger than 12' x 12'.

4. The purpose of this Pre-solicitation is to obtain information regarding industry interest, capabilities, and qualifications so the Government can make informed acquisition decisions. We encourage responses from both large and small businesses, including Small Business, Small Disadvantaged Business, 8(a) firms, HUBZone firms, Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Veteran-Owned Small Business (VOSB). All interested parties are strongly encouraged to respond.

The Government will not pay for any information submitted in response to this presolicitation. This notice is issued solely for informational and planning purposes, and it does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or an invitation for bid. No solicitation document exists at this time, and this announcement does not commit the Government to contract for any supply or service. Responders are advised that the Government will not pay for any information or administrative costs incurred in responding to this presolicitation; all costs associated with responding shall be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFP, if issued.

5. Contracting Officer Authority

Only a warranted Contracting Officer (either a Contracting Officer or an Administrative Contracting Officer (ACO)), acting within their appointed limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract, the contractor shall not proceed with the change and shall immediately notify the Contracting Officer. Proceeding with any work not authorized by the Contracting Officer will be at the Contractor's sole risk.
