The Federal Bureau of Prisons, FPC Yankton, is seeking small business suppliers for a broad range of food service subsistence items for the first quarter of Fiscal Year 2027. - Government Buyer: - Department of Justice, Federal Bureau of Prisons, Federal Prison Camp Yankton Financial Office - Products/Services Requested: - Wide variety of food and kitchen supply items, including: - Kosher beverages (15,000 individual packets) - Kosher instant coffee (20,000 individual packets) - Meats: beef patties (5,000 lbs), ground beef (8,000 lbs), chicken leg quarters (12,000 lbs), chicken patties (2,000 lbs), boneless/skinless chicken (10,000 lbs), chicken breast (4,000 lbs), deli meat (1,000 lbs), fish fillets (4,000 lbs), pork roast (4,000 lbs), turkey roast (4,000 lbs) - Dairy: butter (500 lbs), cheddar cheese (2,000 lbs), mozzarella cheese (1,500 lbs), parmesan cheese (500 lbs), non-fat dry milk (500 lbs) - Canned and dry goods: various beans (over 10,000 lbs/cases), canned vegetables (beets, carrots, corn, green beans, peas, spinach, tomatoes, mushrooms, mixed vegetables), pasta (elbow macaroni, rotini, spaghetti), rice (7,000 lbs), flour (3,000 lbs), cornmeal (1,000 lbs), powdered sugar (500 lbs), cornstarch (400 lbs) - Spices and condiments: cayenne pepper, onion powder, paprika, turmeric, red pepper, mustard, soy sauce, salsa, pickles, catsup, pizza/spaghetti sauce, vinegar - Other: taco shells (13,600 each), disposable napkins (15 cases of 10,000), thermometer alcohol wipes (10 cases of 200), shortening (300 lbs), bran flakes (1,000 lbs), oatmeal (1,000 lbs) - Notable Requirements: - All products must meet USDA or commercial quality standards as specified - Kosher items require certification and labeling - Meats must be delivered frozen, with clear labeling and age restrictions - Deliveries must be made within 30 days of award, during specified hours, and scheduled with the receiving warehouse - 100% small business set-aside; vendors must be registered in SAM.gov - No specific OEMs or brand names are required; generic or equivalent commercial products are acceptable

Description

The Federal Bureau of Prisons, Federal Prison Camp (FPC) Yankton, located in Yankton, South Dakota, is issuing this a combined synopsis/solicitation for FY27 Quarter 1 Food Service. This solicitation is set aside exclusively for small businesses. Interested vendors are invited to submit quotes based on the specifications outlined in the request for quotation.

Important Information:

Vendors are required to have registration in SAM.gov. The combined synopsis-solicitation is expected to be available on SAM.gov on August 3, 2026. All quotes must be submitted using the specified format provided and received by August 13, 2026, no later than 10:00 AM Central Standard Time.

Delivery and Award Information:

Deliveries will only be accepted after the effective date, as noted on the SF18 issued by the Contracting Officer. The Estimated delivery period will be from October 1st 2026 through October 31st 2026. Deliveries shall be pre-arranged/scheduled with the receiving warehouse. Awards will be subject to 52.232-19 Availability of Funds for the Next Fiscal Year (Apr 1984)

Funds are not presently available for performance under this contract beyond 09/30/2026. The Government's obligationfor performance of this contract beyond that date is contingent upon the availability of appropriated funds from whichpayment for contract purposes can be made. No legal liability on the part of the Government for any payment may arisefor performance under this contract beyond 09/30/2026, until funds are made available to the Contracting Officer forperformance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.

The Contractor shall not initiate shipment of any awards under this contract until a funded purchase order has been issued, or express written authorization is provided by the Contracting Officer. Unfunded purchase orders may be issued solely to authorize the Contractor to commence production preparation and staging of awards. The Government assumes no legal liability for shipment or delivery under an unfunded purchase order until the Contracting Officer executes a formal contract modification to incorporate the necessary funds.

Quotes will not be accepted via telephone or fax. All inquiries must be submitted via email in the specified format with a signature.

Additional Information:

Faith-Based and Community-Based Organizations are eligible to submit quotes on an equal basis with other organizations for contracts for which they meet the eligibility requirements. The anticipated award date for this solicitation will be on or around October 1, 2026. Evaluation criteria is detailed within the synopsis-solicitation.
