Program Manager Advanced Amphibious Assault (PM AAA), within the Portfolio Acquisition Executive – Marine Corps (PAE-MC), intends to negotiate and award on a sole-source basis in accordance with 10 United States Code (U.S.C.) §3204 (a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.103-1, for Non-kinetic Attack Counter-small Unmanned Aerial Systems (C-sUAS) Packages developed by Anduril Industries, Inc. (Anduril), 1400 Anduril, Costa Mesa, CA 92626, which will be incorporated into the Amphibious Combat Vehicle (ACV) Fleet of Vehicles (FoV). The Government seeks to acquire the Pulsar Lite MKI- RX/TX 4CH (Pulsar-L) and required accessories for its operation, including the Anduril Control Station Interface, Omnidirectional Antenna Array, Standard EW Software License, and Warranty and Support, through the ACV C-sUAS Contract.
In addressing the Marine Corps requirement for an ACV C-sUAS Package, the Marine Corps Capabilities Development Directorate (MCCDC) directs that “Enclosure (1) provides the materiel requirement, concept of employment, and distribution plan.” That enclosure identifies the Anduril Pulsar-L as the only viable solution to meet the requirements established in the Urgent Statement of Need (USON), implementing the Urgent Universal Needs Statement (UUNS). The MCCDC states that the Marine Corps’ use of the Anduril Pulsar-L will mitigate and close several capability gaps posed by current ACV FOV.
Part of the ACV C-sUAS requirement is to provide a mobile and organic means to detect, track, identify, and defeat of Group 1 and 2 sUAS threats, to complement existing enterprise C-sUAS systems, and coordinate with Service-level capabilities to support a layered defense approach reliability in a deployed environment. The Army’s existing contracts for vehicular C-sUAS solutions incorporates the Anduril Pulsar-L Packages to support the stated threshold and objective requirements with an Other Than Full and Open Competition Justification and Approval (JA-26-DC3oE-0038) dated 05 March 2026. In its solicitation for the ACV C-sUAS, the Marine Corps will require Offerors to propose a C-sUAS Compliance Roadmap, with a clear path to meet the implementation and certification of the ACV C-sUAS solution, currently specified as threshold and objective requirements.
The Government intends to procure ACV C-sUAS Packages through a Firm-Fixed-Price (FFP) Delivery Order issued under an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Non-Developmental Items.
The Government requires the following for the ACV C-sUAS threshold capability:
A platform-integrated omni-directional ES/EA based C-sUAS combined sensor/jammer package to detect, track, identify, and defeat radio frequency dependent (GNSS and RF–controlled) Group 1 and Group 2 UAS. Detection at long ranges, from two (2) to five (5) kilometers (km). Provide a trigger signal to externally enable jamming of sUAS at a range of two (2) km. Ability to simultaneously engage multiple UASs and execute the full kill-chain (detect, track, identify, and defeat) while the ACV is static or on the move. Ability to rapidly identify and respond to emerging UAS technologies and tactics without frequent updates to predefined threat analysis libraries. Ability to reliably operate and survive in both land and maritime/littoral environments. Ability to integrate onto the ACV platform, addressing Size, Weight, and Power considerations. The solution must not exceed the limited amount of space claim nor weight claim available in the ACV FoV which has been allotted for a C-sUAS solution. The Government will not disclose the threshold requirements of either the space claim or weight claim. Possess a Ground Control System (GCS) that is intuitive, lightweight, and resilient. The vendor must process the ability to manufacture the requirement of over fifty (50) C-sUAS Packages within twelve (12) months, and the ability to regularly deliver units to support the Government’s rapid integration schedule of the ACV FoV beginning in first quarter Fiscal Year 2027.
The Government requires the following for the ACV C-sUAS objective capability:
Commercial or non-developmental solution. Provide a trigger signal to externally enable jamming of sUAS at ranges farther than two (2) km, with GNSS jamming. The objective space claim requirement is one (1) box when fully integrated. The objective weight claim requirement is 35 lbs or less when fully integrated. The GCS should be compatible or configurable to operate using pre-existing ACV displays or devices via plugin, application, or software installation.
Interested vendors possessing the requisite skills, resources, and capabilities necessary to meet the stated requirements are invited to respond to this SSN via a submission of an executive summary on 8-1/2 x 11 in paper, no more than five (5) pages in length (including cover pages), using 12-point font describing product summary, complete technical characteristics, and spare parts support capability.
Respondents are requested to provide information that fully demonstrates their ability to manufacture and deliver an ACV C-sUAS capability which meets or exceeds the specifications stated above. This response shall include a product summary and any currently available technical data and reports to support the capability statement. Interested Offerors should describe their ability to meet the anticipated requirements in support of this effort. All responses shall include the following information:
a) Company name, address, email, telephone number, point(s) of contact;
b) Commercial and Government Entity (CAGE) Code and Unique Entity Identifier (UEI);
c) Size of business pursuant to North American Industrial Classification System (NAICS) code 334511;
d) Vendor’s response to all information stated herein and describing all capabilities and relevant past performance;
e) The current availability of commercial and non-developmental solutions, or, if none exist, estimated lead times to design, manufacture, test, and deliver a solution, including timelines for these major categories of activity;
f) A list of Government contracting vehicles (if available);
g) Any relevant testing data and supporting documents for available solutions submitted as attachments to the executive summary (does not count towards the page limit stated above); and
h) Identification of any unique requirements anticipated to provide these supplies to the Government (e.g. financing terms; availability of essential raw materials; requirements for efficient manufacturing during production of the supplies; the use of advanced manufacturing technology, processes and systems; special equipment or use of modern technology production equipment; use of commercial manufacturing processes; expanded use of commercial items or non-developmental items; technical data and computer software deliverables and associated license rights).
