The Defense Logistics Agency (DLA) Maritime - Puget Sound is seeking to procure an advanced automatic kinematic viscometer system for the Puget Sound Naval Shipyard. - Government Buyer: - Defense Logistics Agency (DLA) Maritime - Puget Sound Contracting Division (DLA-PME), Bremerton, WA - OEM Highlight: - Cannon Instrument Company is specified as the manufacturer for the viscometer system and service plan - Products Requested: - 1 CAV-X Expandable Kinematic Viscometer System (Cannon Instrument Company, PN 9725-E12) - Measures viscosity range 0.5-10,000 cSt - Capillary viscometer with recirculating silicone bath - NIST-traceable calibration at 40°C, temperature accuracy <0.02°C - ASTM D445 reporting, small sample volume (<20 mL), USB compatibility, 10-position sample carousel, vial washing with solvent cleaning, thermistor sensors, unique serial number - Manuals and supplemental data for operation, maintenance, and repair - Certification data report for NRTL certification - Warranty performance report and documentation - Services Requested: - 5-year continuous service plan (annual calibration, repair, and maintenance) - Installation of viscometer system - Training for viscometer system - Notable Requirements: - Delivery and performance required by the specified date at Puget Sound Naval Shipyard - Alternate items must include manufacturer, country of origin, and specification sheet - COTS items are exempt from NIST SP 800-171 requirements if identified during solicitation - Compliance with DFARS 252.204-7019 (NIST SP 800-171 assessment) unless exempted - Acquisition is unrestricted with small business set-asides

In order to be considered for award, if the contractor (awardee) is required to implement NIST SP 800-171, the contractor (awardee) shall have a current assessment as detailed in DFARS 252.204-7019 (I.E., not more than 3 years old unless a lesser time is specified in the solicitation)

 Items deemed to be Commercial Off The Shelf (COTS) are exempt from NIST SP 800-171 requirement.  Must identify and provide information to contracting officer on bid during solicitation period
