This opportunity involves the U.S. Coast Guard Engineering Services Division seeking a contractor for comprehensive replacement and rehabilitation of the sewage lift station at USCG Station Cape Charles, VA. - Government Buyer: - Department of Homeland Security, United States Coast Guard, Engineering Services Division - Products and Equipment Requested: - Two submersible non-clog sewage grinder pumps with guide rail system - New 3-phase 208 VAC duplex pump control panel (NEMA 4X rated) - Intrinsic safety barrier for all wiring entering the wet well - Alarm system with audible and visual indicators for high water, pump failure, and power loss - Protective corrosion-resistant watertight lining system for the manhole (minimum 30-year manufacturer rated lifetime) - New interior piping system (PVC pipes, check valves, isolation valves, watertight seals) - Ventilation system with odor control filter - Level control system (float switches or pressure transducer) - Services Required: - Temporary sewage bypass pumping system during construction - Operational testing of the new system - Minimum four hours of training for USCG personnel on operation, maintenance, and emergency procedures - Submission of as-built drawings, O&M manuals, and product data sheets - Unique/Notable Requirements: - All labor, materials, equipment, and supervision must be provided by the contractor - Corrosion-resistant lining must have a minimum 30-year manufacturer warranty - Training and comprehensive deliverables are mandatory - Project must be completed within 120 calendar days from Notice to Proceed - No specific OEMs or part numbers are named, but the requirements suggest products from leading pump and control panel manufacturers.

Description

Contractor shall provide all labor, supervision, equipment, and material necessary to repair and perform necessary maintenance of the Sewage Lift Station located at USCG Station Cape Charles. See attached Statement of Work. It is anticipated that this procurement is 100% set-aside for Small Businesses using NAICS code of 238220 , Plumbing, Heating, and Air-Conditioning Contractors and a small business size standard of $19.0 million. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See FAR 52.212-1 for the Instructions to Offerors and FAR 52.212-2 for the Evaluation Criteria. All quotes must be submitted by NOON Eastern Time on 08/19/2026 via email to frank.r.burton@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF1442 and pricing are completed before emailing. Questions about this solicitation must be submitted in writing to the Contracting Officer at the email addresses listed above no later than 8/13/26 at 3:00 PM Eastern Time.

A site visit will be held on 08/12/26 at 1000 Eastern Time at USCG Station Cape Charles located at 1 Marina Road, Cape Charles, VA 23310.
