NAVFAC Mid-Atlantic is seeking qualified 8(a) contractors for the comprehensive renovation of the JFK Restrooms in Building LF-18 at Naval Station Norfolk, Virginia. - Government Buyer: - Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic, Resident Officer in Charge of Construction (ROICC), Norfolk, Virginia - Scope of Work: - Complete demolition and reconfiguration of men's and women's restrooms (approx. 750 sq. ft.) - Abatement and removal of hazardous materials, including asbestos and lead-based paint - Installation of new architectural finishes, plumbing fixtures, mechanical ductwork, fire protection systems, and electrical upgrades - Specialty equipment installation: stainless steel framed mirrors, grab bars, dispensers, automatic hand dryers, and other restroom accessories - All work must comply with ADA/ABA accessibility standards and federal safety/environmental regulations - Use of NAVFAC's Electronic Construction and Facility Support Contract Management System (eCMS) is required - Products/Services Requested: - Lead-based paint and asbestos abatement - Demolition and replacement of concrete slabs (128 sq. ft. base, plus 27 sq. ft. additive option) - Construction of new CMU partition walls - Replacement of plumbing fixtures (water closets, urinals, lavatories, sinks, water coolers) - Fire protection system modifications (NFPA 13 compliance) - Mechanical and electrical system upgrades (lighting, power, emergency systems) - Interior finishes (porcelain tile, rubber base, gypsum board ceilings) - Unique/Notable Requirements: - Strict environmental, safety, and quality control compliance - Hazardous waste management and abatement - 8(a) set-aside; only eligible MACC holders in Hampton Roads area may compete - Lump sum and unit pricing required for certain line items - Liquidated damages for late completion - No specific OEMs or product part numbers are identified in the solicitation or attachments.
