Hanscom AFB Food Waste Disposal Services (5-Year Contract)

Hanscom Air Force Base in Massachusetts is seeking a contractor to provide comprehensive food waste disposal services for multiple on-base agencies. - Government Buyer: - Department of Defense, United States Air Force, Air Force Life Cycle Management Center (AFLCMC HANSCOM PZI), Hanscom AFB - Scope of Services: - Food waste collection, transportation, and disposal for DECA, AAFES, and MIT Lincoln Laboratory - Contractor must provide all personnel, equipment, tools, materials, vehicles, and supervision - Services include twice-weekly emptying of food waste containers at three locations, unscheduled pickups as needed, and maintenance of containers - Contractor is responsible for furnishing and maintaining wheeled, lidded, lockable containers lined with biodegradable bags - Strict cleanliness standards: no litter, waste, or recyclables within a 10-foot radius of containers after service - Monthly reporting required, including total tonnage, weight tickets, and proceeds from recyclable sales - Compliance with all local, state, and federal environmental and safety regulations; proper licenses and permits required - Service hours: Monday-Saturday, 7 AM to 4 PM, excluding federal holidays - Contract Structure: - Firm fixed price contract - Base year plus four option years (total potential duration: 5 years) - Each agency (DECA, AAFES, MIT/LL) receives 12 months of service per year - OEMs and Vendors: - No specific OEMs or product manufacturers are named; the opportunity is open to qualified waste management service providers - Notable Requirements: - Contractor must establish initial vehicle routes and collection schedules upon award - No changes to schedule or haul route without coordination with the Contracting Officer or Representative - All disposal must occur at permitted off-base sites - Contractor responsible for all permits, fees, and compliance documentation - Potential Competitors: - Large and regional waste management companies with experience in food waste collection and disposal - Firms must be able to provide compliant equipment and reporting as specified

Description

This project is intended to empty food waste containers at least twice weekly at three locations on base. The contractor shall establish initial vehicle routes and collection schedules upon contract award. No changes are allowed to the schedule or haul route without CO or COR coordination. When the contractor completes service at a location there shall be no litter, waste, and recyclable material on the ground within a 10-foot radius of the container.
