The Department of the Air Force, 36 Wing at Andersen Air Force Base, is seeking contractors for a five-year Multiple Award Blanket Purchase Agreement (BPA) to provide shuttle transportation and vehicle rental services in Guam. - Government Buyer: - Department of the Air Force, 36 Wing, Andersen Air Force Base - 36th Contracting Squadron (36 CONS) and 356th Expeditionary Theater Support Group (356 ETSG) - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Products/Services Requested: - Shuttle transportation services for personnel across Guam, using 1 to 6 buses per order - Rental vehicles including: - 20-35 passenger buses - 35-50 passenger buses - 15-passenger vans - 7-8 passenger vans - 5-passenger SUVs (with all-wheel/4-wheel drive if needed) - 5-passenger sedans - Cargo vans (2 passenger, enclosed cargo area) - Box trucks (2-3 passenger, enclosed cargo box, liftgate or ramp) - All vehicles must have automatic transmission, operational climate control, and meet specific storage and operational requirements - Maintenance, inspections, and 24/7 responsiveness for vehicle replacement - Unique/Notable Requirements: - Immediate replacement of defective vehicles - Vehicles must be in good condition and meet mission-specific requirements (e.g., off-road capability, storage for gear, liftgates for trucks) - Flexible rental terms, vehicle pick-up and delivery across Guam - Orders will be competed among BPA holders using Lowest Price Technically Acceptable (LPTA) criteria
Description
This is a non-personal services Multiple Award Blanket Purchase Agreement (BPA) to provide Shuttle Transportation and Vehicle Rental Services.
The primary objectives of this agreement are to: 1. Provide shuttle transportation services to support personnel traveling to various locations on Guam, sometimes on short notification, to support deployments, exercises, contingency operations and regular shuttle transportation. The Contractor will provide immediate replacement of defective vehicles.
2. Provide a sustainable and economical rental vehicle fleet with flexible rental terms and conditions. These vehicles must be capable of meeting mission requirements, including engine size, ground clearance, passenger seats, and storage space.
This is a Multiple Award BPA that will enable authorized callers to issue individual orders for Shuttle Transportation and Vehicle Rental Services. Individual orders may include, but are not limited to, various buses, fifteen (15) passenger vans, seven (7) to eight (8) passenger vans, sport utility vehicles (SUVs), sedans, and cargo vans/box trucks. Authorized users may issue orders for performance throughout all U.S. Forces operating within Guam, to include but not limited to Camp Blaz, Guam; Navy Base Guam; Andersen AFB, Guam; Guam International Airport; and other various locations. All routes will be determined at the Call Order level.
