Description

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR), Unaccompanied Children Bureau (UACB) requires contractor support to provide nationwide biometric collection, identity proofing, and identity document processing services in support of sponsor suitability determinations for the Unaccompanied Children (UC) Program. The contractor shall provide an integrated capability to collect, process, transmit, and support adjudication of biometric and identity information used by ORR to facilitate timely, secure, and policy-compliant sponsor vetting.

The contractor shall provide nationwide mobile and field-deployable biometric collection services, including fingerprint capture, facial photographs, identity document collection and validation, Electronic Biometric Transmission Specification (EBTS) transaction processing, transmission of biometric data through authorized Federal systems, receipt and processing of fingerprint-based criminal history responses, and integration with ORR case management systems. The contractor shall also provide overseas biometric collection services at Government-designated locations, program management, quality assurance, training, reporting, and operational support.

The contractor shall support a minimum nationwide operational capacity of 20,000 applicants annually, with the ability to respond to fluctuating operational demands. Optional services include mobile DNA collection and processing and Galton fingerprint card processing.

The contractor's role is limited to providing biometric collection, identity proofing, technical processing, and adjudication workflow support. Sponsor suitability determinations, release decisions, law enforcement actions, and other inherently governmental functions remain the sole responsibility of ORR Federal personnel.
