The City of Vallejo Economic Development Department is seeking a consultant to update its Long Range Property Management Plan (LRPMP) and develop a private investment strategy for city-owned properties. - Government Buyer: - City of Vallejo Economic Development Department - Successor Agency to the former Redevelopment Agency - Products/Services Requested: - Professional consulting services to: - Review and update the 2015 LRPMP and integrate recommendations from the 2024 Economic Development Strategic Plan - Analyze city-owned properties (including 37 former redevelopment agency properties) for highest and best use, economic activity, and development potential - Define visions for key properties, estimate costs for landlord improvements, and evaluate sale versus leasing strategies (including potential sale prices or lease rates) - Identify entitlement requirements and outline implementation strategies (zoning adjustments, creative financing, public-private partnerships, phased disposition) - Prepare draft and final reports with actionable recommendations for economic development or governmental uses, especially for 'catalyst sites' - Optional task: Identify and recommend activation strategies for up to five additional non-city-owned catalyst sites - Conduct meetings with city staff and present findings to City Council - Deliver both electronic and hard copy reports - Notable Requirements: - Ability to synthesize multiple planning documents and conduct economic/real estate analysis - Experience with public sector property management, economic development, and stakeholder engagement - Recommendations must be actionable and tailored to both short- and long-term property utilization - No specific OEMs or commercial vendors are named in the solicitation - Properties under review include parking lots, public trust lands, waterfront parcels, affordable housing, and sites with environmental remediation needs
