3. Description of Requirement
The Government requires one (1) Hexagon US Federal 725M Integrated System and associated hardware. This requirement is for the brand-name procurement of high-precision GNSS/INS receiver hardware, proprietary firmware activations, and associated integration accessories manufactured by Hexagon US Federal (NovAtel). Specifically, this procurement includes the CPT7 single antenna enclosure (containing an OEM7700 receiver with a Honeywell HG4930 MEMS IMU), CPT7 dual antenna enclosure (containing an OEM7720 receiver with a Honeywell HG4930 MEMS IMU), L3Harris M-Code Increment 1, Type 2 integrated receiver with an OEM7700 in a tan enclosure, PwrPak7 single antenna enclosure (containing an OEM7700 with an Epson G370N MEMS IMU), required development kits, interposer boards, and proprietary I/O cabling.
4. Justification for Noncompetitive Action
Intended Source: Hexagon US Federal (CAGE: 63CL1) Reason for Lack of Competition: The OEM, Hexagon US Federal, is the only known source capable of fulfilling the Government's minimum technical and interoperability requirements without causing an unacceptable duplication of cost and mission-critical schedule delays. Direct market research confirmed that this specific M-Code integrated assembly is sold exclusively as a direct sale to the government due to strict GPS Directorate security regulations (requiring an Approved Control Plan (ACP) and ACN tracking for military M-Code hardware). Third-party resellers or distributors are not authorized or licensed to quote or handle this equipment. A redacted copy of the Single Source Justification is attached to this notice.
5. Instructions, Procedures, and Response
This notice of intent is not a request for competitive proposals. The procedure for awarding the contract will be the issuance of a firm-fixed-price purchase order directly to the identified sole source, Hexagon US Federal, following the closing of this notice period. The anticipated award date is on or about 20 August 2026. While this is not a competitive solicitation, all responsible sources may submit a capability statement, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Capability statements must be submitted electronically to the Contracting Officer at the email address listed in Section 1, no later than 17 August 2026 at 11:00 AM EST.
