NY State OMH Interoperability Platform for Mental Health Data Modernization

The New York State Office of Mental Health (OMH) is seeking a comprehensive interoperability platform to modernize and integrate mental health data systems across the state. - Government Buyer: - New York State Office of Mental Health (OMH), Bureau of Procurement Enterprise Services - OEMs and Vendors: - Smile CDR, Inc. is referenced as a past awardee for similar work - Products/Services Requested: - Interoperability platform software licenses supporting HL7 and FHIR standards - Implementation, configuration, and validation services for the platform - FHIR API deployment for PSYCKES clinical summaries - Data ingestion from external providers (supporting FHIR, CCDA, HL7 V2, CSV, and other formats) - Patient matching using Master Data Management (MDM) solutions - Secure client application registration via OAuth 2.0 - Ongoing software updates, maintenance, and technical support (standard and premium levels) - Technical workshops and professional services (architecture, standards, data strategy, workflow support) - Unique/Notable Requirements: - Platform must support over 20 million clients and 1,700+ facilities - High-performance data processing and advanced data validation - Compliance with FHIR standards for multiple clinical data sections (demographics, medications, diagnoses, etc.) - MWBE and SDVOB participation is encouraged - No escalation allowed in pricing over the three-year contract term

Description

The New York State Office of Mental Health (OMH) seeks to improve service delivery by enhancing data accessibility, generating new data, and replacing outdated applications with integrated, user-friendly systems. The procurement involves establishing standardized HL7 protocols, deploying PSYCKES data onto a new interoperability platform, connecting PSYCKES with interoperability solutions, and implementing a FHIR API for clinical summaries. Specific clinical data sections such as demographics, flags, care coordination, medications, diagnoses, procedures, encounters, lab services, questionnaire responses, and summaries will be converted to FHIR. Additional tasks include developing data ingestion processes from external providers, deploying patient matching, facilitating secure client application registration via OAuth 2.0, ensuring FHIR standards compliance, and efficient data validation to support clinical decision making, care coordination, and quality improvement across New York State's mental health system.
