Cumberland County, North Carolina is seeking qualified engineering firms to develop a Comprehensive Vegetative Waste and Emergency Debris Management Plan. - Government Buyer: - Cumberland County, North Carolina - Environmental Resources Project Manager: Johnny Scott - Project funded through the State of North Carolina Department of Public Safety (BRIC grant) - Scope of Services: - Develop a project prioritization list and Benefit Cost Analysis (BCA) report based on a risk and vulnerability assessment - Evaluate vegetative waste generation, characterization, collection, intake, and processing, with a focus on the Wilkes Road Composting Facility - Assess capacity, technology, permitting, and construction considerations for aerobic composting infrastructure - May include additional sites such as the Ann Street Landfill and temporary disaster debris management locations - Provide assistance with funding applications to federal and state agencies - Deliver public outreach, design, permitting, bidding, construction contract administration, construction observation, and project administration services as needed - Minimum Qualifications: - At least 5 years of experience in vegetative management and compost system design - Demonstrated experience with federally funded local projects and compliance with state and federal contracting requirements - No specific OEMs or commercial product vendors are named in the solicitation - Unique Requirements: - Emphasis on risk and vulnerability assessment, BCA, and compliance with federal and state funding and contracting standards - Focus on both planning and potential implementation support for vegetative waste and debris management
