The City of Toledo's Department of Public Service/Division of Solid Waste is seeking professional services for comprehensive monitoring, optimization, and regulatory compliance of Gas Collection and Control Systems (GCCS) at the Hoffman Road and Stickney Avenue Landfills. - Government Buyer: - City of Toledo, Department of Public Service/Division of Solid Waste - OEMs and Vendors: - SCS Engineers (SCS e-Tools platform preferred for data management) - Products/Services Requested: - Monthly wellfield monitoring and tuning for GCCS, including measurement of oxygen, methane, carbon dioxide, gas temperature, well and header pressures, and other parameters - Routine inspections and wellfield optimization (e.g., flame arrestor cleaning, UV scanner maintenance, blower lubrication, vibration analysis, pneumatic pump inspection) - Re-monitoring events for wells and surface emissions as required by NSPS regulations - Flow meter calibration (on-site or off-site) - Quarterly compressed air system inspection and maintenance - Electronic database and data management services, with preference for SCS e-Tools - Preparation of regulatory reports (quarterly, semi-annual, annual) for NSPS, Title V, Ohio Fee Emissions Inventory, CEDRI, and Greenhouse Gas (GHG) reporting - Ancillary regulatory compliance support, including air permitting and agency coordination - Materials allocation for wellfield optimization (to be procured post-award) - Quarterly monitoring and monthly inspections at the closed Stickney Avenue Landfill - Unique or Notable Requirements: - Vendors must be licensed to provide engineering services in Ohio - Preference for continuity with SCS e-Tools for landfill gas data management - Adherence to the City’s living wage ordinance and submission of extensive compliance documentation - Contract includes transition support if responsibility shifts to a Renewable Natural Gas (RNG) developer - Annual winterization tasks and specific GHG reporting years anticipated

Description

The City of Toledo is soliciting proposals for professional services related to the Gas Collection and Control System (GCCS) monitoring, regulatory compliance support, and system optimization at the Hoffman Road Landfill and the closed Stickney Avenue Landfill. The scope includes monthly wellfield tuning events, routine inspections, wellfield optimization, active data management using the SCS e-Tools platform, and routine regulatory reporting for NSPS, Title V, Ohio Fee Emissions Inventory, CEDRI, and Greenhouse Gas Reporting if necessary.
