The Universal Service Administrative Company (USAC) is seeking a contractor to provide comprehensive IT development, modernization, and operations & maintenance (O&M) support for the Lifeline Programs National Verifier (NV) system. - Government Buyer: - Universal Service Administrative Company (USAC) - OEMs and Vendors: - ServiceNow (for platform hosting and licenses) - Amazon Web Services (AWS) (as a required platform expertise) - Products/Services Requested: - IT Development, Modernization, and Enhancement (DME) services for the Lifeline NV system (CLIN 0001) - Full software development lifecycle support (requirements, design, development, testing, deployment, production support) - DevSecOps pipeline management, system health monitoring, patch management, and documentation - Environment and configuration support, governance, and program management - ServiceNow Application Platform Hosting and Licenses (CLIN 0002) - Provisioning, administration, and funding of ServiceNow instance and user licenses - Ownership of licenses must be held by or transferable to USAC - Lifeline Application Discovery and Modernized Architecture System Recommendation (CLIN 0003) - Four-month fixed-price effort for comprehensive discovery, assessment, and architectural recommendation for modernizing Lifeline legacy applications (NV, EIE, NLAD, RAD, LDS) - Unique or Notable Requirements: - Deep expertise required in ServiceNow, AWS, Java, DevSecOps, FISMA compliance, and Section 508 accessibility - Contractor must manage ServiceNow cloud hosting and ensure license portability - Modernization roadmap must cover multiple Lifeline program systems - Confidentiality agreement required for all offerors

Description
