The California Air Resources Board (CARB), in partnership with the California Department of Technology, is seeking proposals for a Building Embodied Carbon Reporting Tool (BECRT) Solution. - Government Buyer: - California Air Resources Board (CARB) - In coordination with California Department of Technology - Scope of Procurement: - Development, implementation, and maintenance of a comprehensive software tool (BECRT) for reporting embodied carbon emissions in building materials - System must support registration, data submission, validation, fee calculation, payment processing, environmental accounting, audit trails, and reporting - Cloud-based solution with integration to Azure DevOps and compliance with California Cloud Services Assessment - User-friendly graphical interface for regulated entities and configurable data fields for administrators - Key Deliverables and Services: - System design, development, implementation, and deployment - Ongoing maintenance, operations, and system enhancements - Project management, Agile delivery, and stakeholder coordination - Testing and quality assurance (unit, integration, system, performance, security, regression, and UAT) - Training, documentation, and knowledge transfer - Privacy and security assessments, including vulnerability scans and incident response planning - Staffing Requirements: - Project Manager, Business Analyst, Solution Architect, Lead Developer, Testing/QA Lead - Notable Requirements: - Multi-phase project with minimum viable product, ongoing deliverables, and up to eight years of support (three-year base, five one-year options) - Cost worksheets for key staff roles required - No specific OEMs named; open to qualified software vendors
