Berg and Staff Sergeant Jacie Liu - Scope of Procurement: - Rental of non-tactical vehicles (NTVs) with drivers, including: - 40-passenger buses (climate controlled, English-speaking drivers) - 9-passenger vans (climate controlled, English-speaking drivers) - Box trucks (16', climate controlled, for passenger movement) - 4x4 pickup trucks (for rough terrain, off-road capability) - Vehicles must be delivered and operational within three days of contract start - Services include vehicle operators, maintenance, fuel, insurance, permits, and compliance with U.S. and Philippine laws - Vehicles must meet safety standards, have tracking capability, and be able to access military installations - Quantities and Use Cases: - Over 350 individual vehicle line items, with specific quantities for each team and location (e.g., 7 buses for PACOM, 40 vans for Combined Joint All Domain Operations, etc.) - Vehicles support multiple teams and operational shifts (12-hour operations) - Locations include Metro Manila, Northern Luzon, Palawan, Zambales, Mindanao, and other key sites - Unique/Notable Requirements: - All vehicles must be climate controlled (heating and air conditioning) - English-speaking drivers required - Full-service provision: delivery, maintenance, insurance, fuel, and compliance - Vehicle tracking and safety systems required - Access to military installations and compliance with both U.S. and Philippine regulations - OEMs and Vendors: - No specific OEMs or brands are named; open to any qualified provider able to meet requirements - Submission Requirements: - Completed solicitation documents, pricing sheet, foreign vendor information form, and technical capability statement - Service plan must detail vehicle specifications, delivery, and operational support

This is a Request for Quote.  This is NOT an order.  This document is not legally binding and does not commit the US Government in anyway. 

Upon completion of this quote, please email your response to both Capt Annie A. Berg at annie.berg@usmc.mil and SSgt Liu, Jacie at jacie.liu@usmc.mil. All quotes are due to the Contracting Officer no later than 5 Aug 2026 at 11:59pm [Philippines standard time]. Quotes may not be accepted past the RFQ close date & time specified unless determined to be in the best interest of the Government by the Contracting Officer.

General Requirements. Quotes shall consist of, at a minimum:

- Completed this Solicitation document with all required information filled. All yellow highlighted ares needs to be completed by quoters. RFQ with required information and applicable representations and certifications.

Contractor information on the first page. Total amount, lead time, signature and date on the first page. Check “[ ] does or [ ] does not” in provision 52.204-26 Check “[ ] does or [ ] does not” in provision 252.204-7016 Check “[ ] will or [ ] will not” in provision 252.204-7017

- Completed pricing on the attached “Exhibit A. ELIN sheet pricing sheet”.

- Provide a 1-2 page service plan/technical capability statement, providing specifications of all Vehicles, delivery plan, and services outlined within the PWS throughout the period of performance.

- Completed FORIEGN VENDOR INFORMATION FORM.
