Description
This Request for Proposal (RFP) aims to establish a three-year, agency-specific "All-Hazard" term convenience contract with multiple qualified vendors for emergency turn-key base camps and essential wrap-around services. The contracts will enable North Carolina Emergency Management (NCEM) to quickly secure and deploy full base camps or modular components to temporarily house first responders, staff, and other personnel during emergencies, disasters, or planned events. The RFP intends to create a pool of reliable, pre-qualified vendors to provide these critical services, with no minimums guaranteed for each deployment. NCEM retains the right to use State Emergency Response Team agencies first and can issue emergency purchase orders to non-contracted vendors if necessary. Awarding contracts to responsive vendors offering the most advantageous proposals ensures efficient and effective support for state emergency operations.
