The national emergency was originally declared on August 1, 2007, due to threats to the national security and foreign policy of the United States posed by actions undermining Lebanon's government and sovereignty. The continuation is necessary because of ongoing activities such as Iran's arms transfers to Hizballah and its influence over the group, which contribute to instability in Lebanon and the region.
