This notice announces the intent of the 99th Contracting Squadron at Nellis AFB to issue a sole source procurement for custom USAFADS F16 (Thunderbird) helmets and accessories. - Agency: 99th Contracting Squadron (99 CONS LGC), Air Combat Command, Department of the Air Force - Requirement: Custom HGU-55/P Thunderbird helmets with specialized features for the USAF Air Demonstration Squadron - Includes custom-molded liners, integrated communications, oxygen mask fittings, aerodynamic shaping, and Thunderbird-specific paint - Three types of fiberglass liners (Medium, Large, X-Large), 10 units each - No specific OEM or vendor is named, but the requirement is highly specialized - Interested parties may submit capability statements with technical and cost data - The government will consider responses to determine if the procurement should remain sole source or be opened to competition - No part numbers are provided; all items are described by size and type - No explicit period of performance or estimated value is stated - Opportunity may be of interest to helmet manufacturers with experience in military aviation and custom helmet solutions

Notice of Intent to Sole Source –USAFADS F16 Helmets

The 99th Contracting Squadron intends to award a sole source delivery order under the authority of RFO 6.103-1(b), due to only one source being capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.  The requirement is for the purchase of USAFADS F16 Helmets.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement.  Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement.  All capability statements received by the due date of this notice will be considered by the Government.

A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.

Capability statements are due no later than 07 August 2026 by 10:00 AM Pacific Time.  To ensure your response along with any and all attachments are received, attachment(s) must be less than 10 MB [in total].  It is the responsibility of the offeror to contact the government to confirm receipt prior to the offer due date and time.  Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to the following address:
